- To ensure smooth traffic flow in the villages and neighborhoods where the Huu Nghi - Chi Lang border gate expressway project passes through, the Provincial Land Development Center is making efforts to coordinate with the People's Committees of 8 communes and wards to expedite land clearance for the system of cross roads, access roads, and replacement roads so that the investor can proceed with the construction of local roads.

In order for the Huu Nghi - Chi Lang border gate expressway project to be completed and put into operation in 2026 as per the contract and the Prime Minister 's directive, the project enterprise and contractors are currently accelerating the construction of the main route and interchanges, while also urgently finalizing the design for the construction of access roads, cross roads, and replacement road sections.
To implement the system of access roads, connecting roads, and replacement roads along the route, the Provincial Land Development Center has directed its branch to coordinate with the People's Committees of communes and wards to accelerate land clearance work. According to the plan, the total land required for the implementation of access roads, connecting roads, and replacement roads is approximately 39.06 hectares, affecting 720 households for the construction of 128 road locations serving the local population along the expressway.
Mr. Vuong Van Son, Chairman of the People's Committee of Nhan Ly commune, said: To implement the access road projects, the entire commune has 14.9 hectares of land to be acquired, affecting 207 households. The People's Committee of the commune has coordinated with the Land Development Fund Branch to verify land ownership, conduct surveys, and complete land acquisition procedures according to regulations. To date, the commune has issued 191 land acquisition notices covering nearly 12.4 hectares and has prepared provisional compensation plans for 157 households with a total cost of over 21.7 billion VND. The People's Committee of the commune strives to basically complete the compensation and land clearance work for the access road system by April 2026.

According to data from the Provincial Land Development Center, as of March 23, 2026, the People's Committees of communes and wards had completed the inventory of 675 cases with an area of 37.2 hectares.
In particular, thanks to the consensus of the people, Chien Thang commune has handed over 100% of the land area; Nhan Ly commune has handed over nearly 7 hectares of land. For Dong Dang, Hoang Van Thu, Cao Loc communes and Ky Lua, Tam Thanh, and Dong Kinh wards, land administration officials and staff from land development branches are focusing intensely on developing compensation plans for affected households. The goal is to complete all land clearance work for the cross roads and access roads by June 2026.
Mr. Hoang Van Phong, residing in Na Chuong Hamlet, Dong Kinh Ward, stated: His family has over 300 square meters of agricultural land that has been confiscated for the construction of a service road, and they have complied with the land survey and are ready to hand over the land.
Expediting the land clearance process for the cross roads, access roads, and replacement roads ensures that when the expressway is completed, the access road system will also be finished, creating synergy. This will help to seamlessly connect the villages located near the expressway with the district, provincial, and national road infrastructure.
