In particular, the city continues to be trusted and chosen as a controlled testing ground (sandbox) for institutional reforms. Therefore, in addition to the general pillar resolutions, Ho Chi Minh City has seized the opportunity to realize national aspirations and goals through pioneering resolutions and institutions.
Vietnam has not missed the opportunity to further integrate into the regional and global mainstream, starting from Ho Chi Minh City with its international financial center, large data centers, innovation hubs, green and digital ecosystems, and free trade zones (FTZs)...
Ho Chi Minh City is restructuring its governance "philosophy," especially at the senior management level, and is gradually implementing it consistently and synchronously through adjustments to suit job requirements and personnel, using tangible effectiveness as a value system; viewing the ability to "know how to do" as a measure of public service.
This fundamental change is one of the key solutions for the city to thoroughly address long-standing bottlenecks such as flooding, traffic congestion, houses along canals, and long-stalled projects.
A typical example is the application of a steering committee model to each key project, program, and task group, granting real authority to build capacity (or vice versa), or deploying specialized "task forces" with deep expertise and long experience to the grassroots level. This emphasizes practical application and genuine capabilities.
At the national level, with proactive responses and appropriate steps taken by the Party and Government leaders, Vietnam has spectacularly overcome global and regional fluctuations in 2025.
This will further unlock, strengthen, and develop endogenous resources for national development on the foundation of self-reliance and self-strength, with Ho Chi Minh City as the starting point, "leading the way and achieving success first".
The achievements of the final months of 2025 serve both as a way for Ho Chi Minh City to welcome the 14th National Congress of the Party and as a springboard for 2026's goal of "Improving and enhancing the quality of organizational structures - unlocking institutional frameworks - making breakthroughs in infrastructure - and improving the efficiency of serving the people."
This includes focusing on resolving bottlenecks in planning and transportation infrastructure; boosting traditional growth drivers (consumption, exports, public investment); and creating breakthroughs in science and technology development and innovation.
Specifically: focusing on adjusting and developing the city's master plan to be completed and approved in 2026; commencing and completing investment procedures for 4 metro lines, priority urban and intercity railway lines (Ben Thanh - Tham Luong, Ben Thanh - Can Gio, Ben Thanh - Thu Thiem, Thu Thiem - Long Thanh) and key transportation projects (Ring Road 3, Ring Road 4, Phu My Bridge, Can Gio Bridge...).
Regarding consumption, leverage the advantages of the domestic market, especially household consumption, promote e-commerce and linkages between Ho Chi Minh City and other provinces and cities to build a sustainable production-distribution-consumption chain.
Regarding investment, the focus is on implementing specific resolutions and increasing their enforceability to quickly deliver tangible results for the people and businesses, with a particular emphasis on attracting strategic investors.
Promoting investment policies and commencing projects such as the Can Gio International Transshipment Port, Binh Quoi - Thanh Da, Rach Chiec Sports Complex, etc.
In particular, the early commissioning of the "highlight" – the Vietnam International Finance Center in Ho Chi Minh City – as well as the implementation of the International Innovation Center linked to the city's core technology sectors, is crucial.
