Forming a sustainable business community
In early 2026, Duong Hoa Dung Nga Tea Company Limited (Quang Long 8 Hamlet, Duong Hoa Commune) was established based on the conversion of a household business that had been operating for nearly 17 years. From a small scale with a production of only 20-30 tons of dried tea leaves per year, the enterprise has now increased its capacity to over 200 tons of dried tea leaves per year.
To meet the increasingly high demands of the market, the company focuses on developing raw material areas in an organic direction, while investing in modern machinery and processing lines to ensure consistent quality and preserve the natural flavor of the product. Organizing processing locally helps reduce production costs, shorten the time to market, and increase the added value of Duong Hoa tea.

According to Tran Sy Dung, Director of Hoa Dung Nga Tea and Sugar Company Limited: "The conversion from a household business to an enterprise not only allows us to expand production scale and improve management capacity, but also opens up many opportunities to access government support policies, build brands, and develop markets."
In the first six months of 2026, the province saw the establishment of 2,478 new businesses, achieving 99.1% of the plan according to Resolution No. 05-NQ/TU, dated December 9, 2025, of the Provincial Party Committee (the target was to establish 2,500 new businesses), and 82.6% of the plan assigned by the Provincial People's Committee (the target was to establish 3,000 new businesses), bringing the total number of operating businesses to 14,133.
These results demonstrate that Quang Ninh's policies and strategies for developing the private economy are proving effective, creating a strong ripple effect within the business community and fostering entrepreneurship and innovation. This not only proves the increasingly open and transparent investment and business environment but also affirms the province's determination to concretize the spirit of Resolution No. 68-NQ/TW, making the private economy truly one of the most important driving forces for growth, enhancing competitiveness, and achieving rapid and sustainable development.

Mr. Le Nhu Thieu, Vice Chairman and General Secretary of the Provincial Business Association, stated: Based on the practical experience in Quang Ninh , to successfully start a business and transform from a household business into a sustainable enterprise, it is first necessary to start from the real needs of the market, not follow trends; choose a suitable market segment and persistently build a brand.
Furthermore, businesses need to proactively participate in associations, networks, and supply chains to expand cooperation opportunities, instead of operating in isolation; invest systematically in governance and financial transparency from the outset to create a foundation for accessing capital and long-term development. In particular, they need to effectively utilize central and local government support policies on training, digital transformation, and trade promotion, while considering innovation and adaptability as decisive factors in enhancing competitiveness in the new context.
Multiple integrated solutions
To develop the private economy, specifically to promote the establishment of new businesses, Quang Ninh has recently continued to implement comprehensive and decisive solutions to improve the investment and business environment.
The province is focusing on implementing support policies and tax incentives for businesses, household businesses, and individual business owners, especially the mechanisms and policies under Government Decree No. 20/2026/ND-CP dated January 15, 2026, on the development of the private economy. Simultaneously, it is providing free accounting software integrated with electronic invoices to small businesses and household businesses undergoing conversion; and applying artificial intelligence (AI) and big data in tax management, risk warning, and supporting the determination of tax obligations from electronic invoice data.
In line with the policy of modernizing tax management and creating an equal business environment, from January 1, 2026, the province has completely eliminated the lump-sum tax system. To date, 34,605 business households have switched to the declaration method; the standardization and identification of tax codes for organizations has reached 88.56%, contributing to the transparency of production and business activities.
The application of electronic declaration and invoice usage methods is also an important preparatory step for household businesses to gradually transform into enterprises. In addition, the Provincial People's Committee has issued Plan No. 106/KH-UBND dated March 11, 2026, on promoting and encouraging household businesses to transform into enterprises during the 2026-2030 period.
Recognizing that administrative reform and improving the investment and business environment directly serve the people and businesses, the province continues to maintain a high ranking on national indicators. Quang Ninh's Public Administration Reform Index (PAR Index) and Citizen Satisfaction Index (SIPAS) for 2025 both ranked 2nd out of 34 provinces and cities. The Provincial Competitiveness Index (PCI) is among the top 5 localities. The Private Sector Development Index (BPI) ranks 3rd nationwide – adhering to the direction of maintaining a top position in PCI, PAPI, SIPAS, and PAR Index as outlined in Resolution No. 05-NQ/TU. In the first six months of the year, the rate of timely and on-schedule processing of applications across the province reached 99.2%.
Business development is not just about increasing the number of businesses, but more importantly, about helping them thrive, grow, and make sustainable contributions to the local economy. Therefore, in addition to the province's support, each business must proactively innovate, enhance transparency and professionalism, and adapt flexibly to market fluctuations, contributing positively to Quang Ninh's economic growth in the coming period.
