Speeding up on the Tuyen Quang – Ha Giang expressway construction site

In the context of complex natural disasters, investors and contractors have resolutely implemented response measures to ensure absolute safety for workers, equipment and works, while persistently following the scene and being ready to overcome difficulties to maintain the construction progress of the Tuyen Quang - Ha Giang expressway, further demonstrating a high sense of responsibility for this key national project.

Maintain safety and stay on schedule.

According to Mr. Nguyen Thien Tuyen, Director of the Tuyen Quang Provincial Transport Project Management Board, the Tuyen Quang - Ha Giang Expressway Project (Phase I) is being constructed under extremely unfavorable weather conditions, with continuous heavy rain for eight months starting in 2025. In particular, heavy rain and flooding caused by the remnants of Typhoon No. 10 from September 28th prevented excavation and embankment work, significantly impacting the project's progress and schedule.

To proactively respond to the flooding situation, the investor and construction contractors have implemented various solutions to protect personnel, machinery, and temporary shelters to prevent construction disruptions after the floods subside.

The entire route is generally safe, except for package 24, which was severely affected by rising floodwaters. At Duc Ninh Bridge (Thai Hoa commune), the flood washed away 18 culvert sections and approximately 360 m3 of roadbed. At Suoi Thut Bridge (Phu Luu commune), the flood washed away 68 culvert sections and approximately 1,224 m3 of roadbed. The total estimated damage is approximately 189 million VND.

Mr. Le Duc Tranh, Director of the Construction Package 24 Management Board of Deo Ca Group, said that if the damage is not rectified promptly, resuming work after the flood recedes will take a long time, affecting the overall progress of the project. Therefore, the unit has mobilized on-site equipment, machinery, and personnel, and as soon as the water recedes, simultaneously deployed construction teams to quickly repair damaged areas, ensuring that construction is not interrupted for an extended period.

Regarding the XL-03 construction package of the Tuyen Quang - Ha Giang expressway on the section belonging to the former Ha Giang province, Mr. Dao Ngoc Huan, the project manager, stated that heavy rain would affect construction materials. Therefore, the contractor proactively stockpiled and covered the materials, ensuring that the progress was basically maintained, reaching 67.6% of the total contract value.

Speed ​​up construction.

In mid-October 2025, taking advantage of the sunny and favorable weather, the construction units of package 24 mobilized maximum manpower and machinery to construct the overpass on National Highway 37 – a crucial component of the entire route.

Mr. Le Duc Tranh, Director of the Construction Package 24 Management Board, Deo Ca Group, the contractor for Package 24, shared that all construction teams are accelerating their work, with workers divided into shifts, urgently cleaning the bridge bearings, determining the bearing centers, and preparing for the installation of bridge girders. Package 24 involves the construction of 22 bridges on the route, undertaken by the joint venture of Deo Ca Group Joint Stock Company and Bridge Construction Company 75. The units have organized over 20 construction teams with nearly 70 vehicles and equipment, mobilizing over 200 staff and workers directly involved in the work. Currently, the cumulative construction value has reached VND 479.84 billion, achieving 65.5% of the contract value; it is expected that 16 out of 22 bridges will be completed before December 19th.

Along the entire expressway, contractors are simultaneously accelerating their work. At package 19, the section from Km10+415 to Km23+00, being constructed by Truong Son Construction Corporation, nearly 200 machines and equipment and more than 250 workers are operating continuously.

According to Mr. Nguyen Thanh My, Deputy Site Commander, the unit organized 17 construction teams, working in shifts day and night. Currently, the project is maintaining the planned schedule. The unit has completed 24 out of 24 pedestrian underpasses; completed 10 out of 10 large box culverts, achieving 100% of the plan; completed 100% of the circular and prefabricated box culverts on the main route; completed 13.2 km of K95 roadbed; completed 11.8 km of K98 roadbed... The cumulative construction value has reached VND 447.97 billion, achieving 50.6% of the contract value, and the unit expects to complete the first layer of asphalt concrete paving before December 19th.

The Tuyen Quang - Ha Giang Expressway project (Phase 1) is currently under simultaneous construction across all 6/6 construction packages for the road and bridge sections. Package 25, which involves the construction of the lighting system, is currently undergoing the bidding process. Construction work across the 6 packages involves over 114 work teams; a total of nearly 1,100 pieces of machinery and equipment have been mobilized along the route, along with approximately 1,000 personnel. To date, the cumulative construction value has reached VND 2,301.14 billion, achieving 48.78% of the contract value. Construction progress is generally under control, ensuring the completion of the asphalt concrete road surface to meet the requirements for opening to traffic on December 19, 2025.

Mr. Nguyen Thien Tuyen, Director of the Tuyen Quang Provincial Traffic Works Management Board, said that Tuyen Quang province continues to decisively direct contractors to focus all resources, organize urgent construction, and increase shifts for the remaining items, ensuring the completion of the 64.5 km asphalt concrete road surface to meet the conditions for traffic opening on December 19, 2025.

At the same time, the units are focusing on urging and reviewing the progress and organization of construction work for all construction packages to ensure timely opening to traffic as directed by the Prime Minister . Through this, they strive to complete the roadbed, underpasses, culverts, and other structures along the route before November 15th; complete the foundation and one layer of asphalt concrete road surface before December 19th; and complete the bridges on the main route (16 out of 22 bridges) before December 19th.

Specifically, for the additional 8.1 km section, the selection of contractors for construction and supervision, bomb and explosive ordnance clearance, compensation, support, and resettlement for land clearance will be carried out to ensure that all conditions are met for the groundbreaking ceremony on December 19th.
