Mobile network operators are stepping up efforts to help users standardize their subscriber information in order to avoid service disruptions before the deadline of June 15, 2026.

Reporters from the Nguoi Lao Dong newspaper observed a large number of customers coming to verify their subscriber information at the transaction points of Viettel, VinaPhone, and MobiFone in Ho Chi Minh City in the days leading up to June 15th. This is the time when users are rushing to comply with Circular 08 of the Ministry of Science and Technology , effective from April 15th, which regulates the verification of information for terrestrial mobile subscribers, in order to avoid having their services blocked.

At a Viettel store on Le Van Sy Street (Nhieu Loc Ward, Ho Chi Minh City), Mr. Thanh Hai said his son is using a SIM card registered in his name. Recently, this subscriber received a notification that the SIM might be blocked after June 15th, so he came here to complete the verification process. "Before, I thought the SIM was registered in my name, so I didn't pay attention. Only when I received the notification did I rush to verify it. The whole process took less than 5 minutes," Mr. Hai said.

Ms. Nguyen Thi Thao (an office worker in Ho Chi Minh City) said that recently, she has been constantly receiving messages from her mobile network provider, notifying her that there is an unfamiliar phone number registered under her name that has not been verified. Concerned about legal risks, she went to a service center to check and confirm that it was not her registered number. "While I was there, I also checked if my current phone number was fully verified to avoid having it blocked," Ms. Thao said.

Besides verifying subscriber information, many users also perform procedures such as transferring SIM ownership, assigning subscriptions, and using other after-sales services. The verification process is very simple; users only need to provide their Citizen Identification Card (CCCD) and follow the instructions, with a processing time of about 3-5 minutes. According to network operators, in cases where subscriptions are blocked after June 15th, users can still go to a transaction point for checking and support if they meet the conditions. For subscriptions that are currently in use but not registered under their name, people need to prepare personal identification documents, the original SIM card, and regular contact information so that the network operator has a basis for verification.

According to statistics from the Department of Telecommunications - Ministry of Science and Technology, as of early June, data from 103 million mobile subscribers had been uploaded to the national electronic authentication application VNeID. Of these, 25 million subscribers had not yet verified their ownership status. After June 15th, these phone numbers that have not yet verified their usage status on the VNeID application will be blocked for outgoing calls and will have to standardize their information if they wish to continue using the service.

A representative from VinaPhone stated that so far, approximately 18 million subscribers have completed the verification process, while about 3 million more subscribers need to comply with the new regulations.

With the deadline approaching, the network provider recommends that customers proactively complete the procedures early to avoid service disruption. VinaPhone has implemented various solutions to support users, such as online verification via the My VNPT application or at transaction points. Simultaneously, the network provider has increased staffing, expanded consultation channels, maintained daily reminder messages, and deployed over 1,000 transaction points and approximately 4,000 mobile verification points, especially in remote areas. "We recommend that customers proactively complete the procedures early instead of waiting until the last minute. Verification only takes a few minutes but will help customers maintain continuous communication, ensure electronic transactions, and avoid service disruption as per regulations," said a VinaPhone representative.

According to a representative from Viettel, the company is urgently implementing a program to assist elderly people and other customer groups facing difficulties in completing the verification procedures as stipulated in Circular 08 with their subscriber information verification. Statistics show that elderly customers account for approximately 30% of subscribers whose verification has not yet been completed. This group also faces obstacles in the verification process due to health limitations, mobility issues, unfamiliarity with smartphones, or lack of technological proficiency. Customers simply need to call the Viettel Customer Care hotline at 1800 8098 (toll-free), press 0 to speak with an operator, and provide basic information such as their full name, phone number, and address. After receiving the request, local Viettel staff will proactively contact the customer and visit their location to assist in completing the verification process. "Subscriber information verification is not only aimed at complying with state regulations, but also contributes to protecting customers from the risks of impersonation and telecommunications fraud, and ensuring their long-term service rights. Viettel wants all customers to be supported in completing the procedures on time, especially the elderly and vulnerable customer groups. We are ready to provide home support to customers when needed," said a representative of Viettel Telecom.

Key dates to note

According to regulations, subscribers who have not completed verification before June 15th will be processed according to a schedule. Specifically, regular subscribers will have their service blocked (outgoing calls and messages) after June 15th; after 60 days without verification, it will be blocked in both directions. Subscribers who change devices without re-verifying will have their service blocked in both directions after 2 hours; after 30 days, it will be blocked in both directions. Subscribers whose VNeID application was rejected have 5 days to re-verify; after this period, their service will be blocked in both directions, and after 60 days, it will be blocked in both directions.
