Regardless of whether it's summer or autumn, every evening at Park 53 on Lach Tray Street (Gia Vien Ward) is filled with lively music, cheerful laughter, and children playing. According to the Park and Greenery Construction Investment Program for the period 2021-2025, Park 53 on Lach Tray Street was built with a budget of nearly 70 billion VND on an area of 2.2 hectares in the heart of the city. Since its completion and opening in 2022, it has become a popular destination attracting many city residents for recreation, exercise , and enjoying the fresh air. Furthermore, the project contributes to creating a highlight in the architectural landscape, connecting seamlessly with a series of cultural works including the Youth and Labor Friendship Cultural and Sports Center, the City Children's Center, the Monument to the Heroes and Martyrs, and An Bien Lake.
According to the Department of Construction, the investment program for the construction of parks, gardens, and green spaces in the 2021-2025 period involves the construction of 33 parks and gardens, with a total investment of over 1,060 billion VND. Of these, 8 projects are implemented in the 2021-2022 period, and 25 projects in the 2022-2025 period. To date, 16 parks and gardens have been completed and put into use, serving the public and contributing to the beautification and enhancement of green spaces in urban areas. Notable examples include Park No. 53 on Lach Tray Street, the flower garden in the An Da Temple area (Gia Vien Ward), the flower garden in Phuc Hai 5 residential area (Hung Dao Ward), Ho Sen Park (Le Chan Ward), Nguyen Trai Flower Garden (Ngo Quyen Ward), etc.
The construction of parks and gardens has received widespread approval and appreciation from the public. Mr. Le Thanh Son, a resident of Alley 29, Da Nang Street (Ngo Quyen Ward), believes that the policy of investing in the construction of parks and gardens in the city's inner areas is very correct. The Nguyen Trai Flower Garden project has transformed the urban landscape, creating a scenic highlight, increasing green space, and serving as an ideal place for people to relax, exercise, and organize community activities. Residents hope the city will continue to invest in building more green parks.

Remove obstacles and speed up progress.
Investing in the construction of parks and gardens is a highly meaningful policy and program. However, at this point, with only a few months left until the end of 2025, some projects are still facing difficulties and obstacles. According to the Department of Construction, out of the remaining 17 projects, 8 are currently under construction. For these projects, the investors are actively coordinating with local authorities to resolve difficulties related to land clearance and urging contractors to accelerate construction progress, ensuring early completion in 2025.
Currently, 9 projects have not yet commenced construction, including 5 projects that have received investment approval but are facing obstacles in completing investment procedures. In addition, due to difficulties in land clearance, some projects have had to propose adjustments to their scale and total investment amount, which had already been approved but could not be started due to land clearance issues. The remaining 4 projects have not yet received approval for implementation.
For example, the flower garden project at alley 47, Le Lai Street (Ngo Quyen Ward), covering 4,838.1 m² , involves land acquisition from 5 organizations and 33 households. However, only 2 organizations and 5 households have agreed to hand over their land for the project. Therefore, although the project has completed all investment procedures and selected contractors, construction cannot yet begin. According to Vu Phi Tung, Vice Chairman of the Ngo Quyen Ward People's Committee, the ward is making efforts to clear the land and aims to complete the project by December 2025. Previously, the project had to propose an adjustment to increase the total investment and postpone the implementation deadline due to land clearance costs exceeding the initial estimate by many times.
To achieve the goal of building 33 parks and green spaces in the 2021-2025 period, resolving existing difficulties requires strong attention and decisive direction from the City People's Committee. The Departments of Construction, Agriculture and Environment, and Finance need to coordinate closely and support localities in adjusting planning, allocating capital, and land clearance, ensuring that the remaining projects are implemented smoothly and on schedule.
