Speed up construction of parks and flower gardens

Regardless of summer or autumn, every evening at Park 53, Lach Tray Street (Gia Vien Ward) is bustling with music, laughter and children playing. According to the Investment Program for building parks and flower gardens in the period of 2021 - 2025, Park 53 Lach Tray Street was built with a budget of nearly 70 billion VND on an area of 2.2 hectares in the city center. Since its completion and put into use in 2022, this place has become a meeting place attracting a large number of city residents to come for entertainment, exercise , and enjoy the fresh air. Not only that, the project contributes to creating an architectural landscape highlight, synchronously connecting a series of cultural works including the Youth Sports and Cultural Palace, Vietnam-Czech Friendship Labor, City Children, Monument to Heroes and Martyrs and An Bien Lake.

According to the Department of Construction, the Park and Greenery Construction Investment Program for the 2021-2025 period invests in the construction of 33 parks and flower gardens, with a total investment of more than 1,060 billion VND. Of which, 8 projects will be implemented in the 2021-2022 period, 25 projects will be implemented in the 2022-2025 period. Up to now, 16 parks and flower gardens have been completed and put into use to serve the people, contributing to the beautification and enhancement of green space in urban areas. Typical examples are Park No. 53 Lach Tray Street, Flower Garden in An Da Temple Area (Gia Vien Ward), Flower Garden in Phuc Hai 5 Residential Group (Hung Dao Ward), Lotus Lake Park (Le Chan Ward), Nguyen Trai Flower Garden (Ngo Quyen Ward), etc.

The construction of parks and flower gardens has received the approval and appreciation of the people. Mr. Le Thanh Son, a resident of lane 29 Da Nang street (Ngo Quyen ward) said that the policy of investing in building parks and flower gardens in the inner city area of the city is very correct. The Nguyen Trai Flower Garden project has changed the urban appearance, created a landscape highlight, increased green space, and is an ideal place for people to relax, exercise and organize community activities. People hope that the city will continue to invest in building more green parks.

Remove obstacles, speed up progress

Investing in the construction of parks and flower gardens is a very meaningful policy and program. However, up to this point, with only a few months left until the end of 2025, some projects are still facing difficulties and obstacles. According to the Department of Construction, out of the remaining 17/33 projects, 8 are under construction. For these projects, the investor is actively coordinating with local authorities to remove difficulties in site clearance, urging contractors to speed up construction progress, ensuring early completion in 2025.

Currently, 9 projects have not been constructed, of which 5 projects have been approved for investment, but the process of completing investment procedures is facing difficulties. In addition, due to difficulties in site clearance, some projects have proposed to adjust the scale and total investment that has been approved but the site has not been cleared so construction cannot start. The remaining 4 projects have not been approved for implementation.

Typically, the flower garden project at lane 47 Le Lai street (Ngo Quyen ward) is 4,838.1 ^m2 wide, involving land acquisition from 5 organizations and 33 households, but currently only 2 organizations and 5 households have agreed to hand over land to implement the project. Therefore, although the project has completed investment procedures and selected contractors, it has not been able to start construction. Vice Chairman of Ngo Quyen ward People's Committee Vu Phi Tung said that the ward is making efforts to clear the site and strive to construct and complete the project in December 2025. Previously, the project had to propose an increase in the total investment and delay the implementation deadline because the site clearance costs were many times higher than the initial estimate.

To complete the goal of building 33 parks and green trees in the period of 2021 - 2025, solving existing difficulties requires attention and strong direction from the City People's Committee. The Departments of Construction, Agriculture and Environment, and Finance need to coordinate closely and support localities in adjusting planning, allocating capital and clearing land, ensuring that the remaining projects are implemented smoothly and on schedule.
