Creating momentum for a breakthrough.

From strategic infrastructure projects connecting the region to works directly serving people's lives, the city demonstrates its determination to invest strategically, organize implementation decisively, and use effectiveness and ripple effects as benchmarks. These projects are the starting point for a vigorous campaign right from the beginning of 2026.

The socio -economic picture for 2025 shows that Ho Chi Minh City has accumulated a crucial foundation to enter a period of accelerated growth. The economy maintains a fairly strong growth momentum; the GRDP has exceeded 3 trillion VND; per capita income is estimated at 8,944 USD; budget revenue is approximately 785,000 billion VND, exceeding the forecast; and foreign direct investment (FDI) is estimated at 8.9 billion USD. Alongside this is the process of reviewing and resolving many long-standing obstacles in land management, investment, planning, and administrative procedures, gradually freeing up resources for development.

At the 2nd Conference of the Ho Chi Minh City Party Committee (expanded), term 2025-2030, Ho Chi Minh City Party Secretary Tran Luu Quang affirmed that the city is now in a more favorable position with increasingly open mechanisms and policies, accelerated administrative procedure reforms, and the completion of major resolutions and programs. The key issue now lies not in the policy itself, but in the implementation phase. The requirement is to carefully manage time and act decisively from the first months of 2026, creating clear changes from the initial projects and tasks.

In that spirit, Ho Chi Minh City has set key targets for 2026: GRDP growth exceeding 10%; GRDP per capita of approximately US$9,800; the digital economy accounting for at least 30% of GRDP; increasing the proportion of spending on science and technology , innovation, and digital transformation; and linking economic growth with improved labor productivity and the quality of human resources. These are ambitious goals, requiring significant effort, and even more so, demanding disciplined action and tangible results. Speed must go hand in hand with quality; determination must be measured by concrete results.

In the context of the whole country looking forward to the 14th National Congress of the Party, the implementation of specific mechanisms and policies for the development of Ho Chi Minh City according to Resolution 260/2025/QH15 amending and supplementing Resolution 98/2023/QH15 is identified as a key task. This is an important institutional leverage to remove bottlenecks, unlock resources, expand the development space for the city, and at the same time contribute to the country's achievement of development goals in 2026 - a pivotal year of the new period.

Alongside institutional reform, there is a need to enhance the capacity for modern urban governance. Continuing to definitively address long-standing issues in land management, investment, urban planning, and specific projects is placed within the overall task of maintaining social stability and ensuring the legitimate rights and interests of the people. Social consensus is the solid foundation for all development programs.

Furthermore, personnel management continues to play a crucial role. Assigning the right people to the right jobs; strengthening administrative discipline and public service order; and linking individual responsibility to performance results are indispensable requirements. The system must move faster, more synchronously, and more efficiently to meet the demands of this accelerated phase.

2026 marks a year of "launching action." Strong movements from the beginning of the year, projects starting on schedule, and concrete results from the first few months will be clear indicators of the determination and capacity of the entire system. When institutions operate smoothly, the apparatus acts with discipline, and resources are channeled in the right direction, Ho Chi Minh City will create a solid foundation for breakthroughs, continuing to affirm its leading role and making a worthy contribution to the rapid and sustainable development of the country in the new era.
