Implementing the tasks outlined in Resolution No. 57-NQ/TW of the Politburo in a coordinated manner, in the first half of 2026, the city advised the City People's Council to issue numerous mechanisms and policies to support the development of science and technology, innovation, and digital transformation. Notably, Resolution No. 08/2026/NQ-HĐND stipulates the criteria, conditions, procedures, content, and level of support from the local budget for key digital technology product manufacturing projects; and projects to build artificial intelligence data centers… The city organized the selection and direct implementation of 21 science and technology tasks; completed the acceptance of 13 tasks; and achieved a practical application rate of approximately 80%.
Digital transformation continues to be promoted across all three main pillars: digital government, digital economy , and digital society. According to the Sustainable Smart City Criteria (Version 1.0), the city has completed 3 out of 16 Level 1 criteria and is currently implementing 8 out of 16 criteria. Simultaneously, a roadmap is being developed for 59 tasks and projects, focusing on developing data infrastructure, GIS platforms, smart transportation systems, and smart city management applications.
Mr. Duong Van Nhan, Deputy Director of the Department of Science and Technology of Can Tho City, said: The city's shared data warehouse has connected 11 sectors with more than 113 million data lines; the IOC Center operates 16 monitoring subsystems in various fields. Many specialized data have been visualized, supporting city leaders in monitoring, supervising, and making timely operational decisions.
Digital infrastructure continues to be invested in and upgraded comprehensively; at the same time, the digitization of records and the development of digital citizens continue to be promoted. The city maintains stable operation of the Data Center with 779 virtual servers; the email system with more than 43,000 accounts; ensuring network information security and monitoring operations 24/7. To date, the city has issued over 3.45 million citizen identity cards; activated more than 2.74 million electronic identification accounts; integrated over 1.06 million electronic health records into the VNeID application... Essential public services under Project 06 are implemented effectively with the rate of online applications reaching over 96%. A network of 1,940 community digital technology teams with more than 12,000 active members maintains the movement of "Going door to door, guiding each citizen on digital skills and using digital services".
Creating momentum for a new breakthrough.
Despite achieving initial groundwork, the city recognizes that the fields of science and technology, innovation, and digital transformation have not yet created a significant breakthrough in labor productivity and growth quality. The innovation ecosystem, the linkages between businesses and research institutes and universities, and the commercialization of scientific research results still have many limitations. Administrative reform and the improvement of human resource quality have not progressed uniformly across localities and units.
Mr. Truong Canh Tuyen, Deputy Secretary of the City Party Committee and Chairman of the People's Committee of Can Tho City, emphasized: The city will continue to effectively implement Resolution No. 57-NQ/TW of the Politburo. The focus will be on perfecting institutions, mechanisms, and policies to promote the development of science and technology, innovation, and digital transformation, creating new impetus for economic growth and improving the productivity, quality, and competitiveness of the city's economy.
To realize these strategic goals, along with leveraging internal resources, the collaboration of research institutes, universities, and businesses will contribute to the deployment of digital applications, infrastructure development, and innovation promotion. According to Mr. Nguyen Thanh Tam, Director of Viettel Can Tho, the unit plans to deploy an additional 800 5G base stations in 2026. It is expected that by October 2026, there will be approximately 1,600 5G base stations in the city, essentially meeting 95% of the infrastructure requirements for digital transformation. Furthermore, possessing a comprehensive technology ecosystem and a team of experienced experts, Viettel is always ready to support the locality. For any task assigned by the city, from digital infrastructure and the digital economy to the digital society, the unit is committed to implementing it with the highest determination, ensuring the safe and smooth operation of the system. In the context of limited investment resources, businesses are willing to share the financial burden and flexibly adapt investment options to ensure that key technology projects are not stalled.
Alongside technological infrastructure, the system of institutes and universities plays a core role in training high-quality human resources and transferring science and technology. Professor Tran Ngoc Hai, Vice Director of Can Tho University, shared: Following the city's direction, the university continues to closely coordinate to promote the "three-party" cooperation model (State - Scientists - Businesses). This collaboration is expected to bring many important results for the socio-economic development of the city in the coming time.
