Nearly four years ago, the Muong Cha District Agricultural Service Center first implemented a project on raising local breed breeding cows, funded by the Program 30a's support for diversified livelihood development and poverty reduction model replication, in Phi Hai village, Sa Tong commune.

Initially, the project was launched in July 2019 for 28 poor households, with a budget of over 594 million VND. After 18 months of implementation, the number of cows at the end of the project was 24, an increase of 10 cows, and 7 cows were pregnant. The total value of the herd increased by more than 80 million VND compared to the initial amount. Seeing the effectiveness of the model, to date, dozens of farmers in the highland communes of Muong Cha district have also applied the group-based cow farming model, thereby contributing to increased income and sustainable poverty reduction.

Mr. Giàng A Và, Chairman of the People's Committee of Sá Tổng commune, said that participating in the group-based cattle farming model has many benefits for the people. They receive support in building barns, purchasing breeding stock, and taking care of medicine and disease prevention... Through programs, projects, and economic development models, the people have gradually overcome hunger and poverty. Most importantly, it has changed the mindset and way of thinking of the people in economic development.

According to Mr. Giàng A Và, in the past, many households had a mindset of relying on the State, unwilling to think for their own improvement. They only knew what the State provided, thus failing to utilize the value of support policies. Now, things are different; through propaganda and persuasion, many people have understood and made more effort in their lives. Therefore, the commune hopes that in the future, all levels and sectors, as well as the district government, will continue to replicate successful poverty reduction models and good practices to encourage people to improve their lives.

Coming from a farming background, the people want to develop the potential and advantages of their locality to stabilize their lives. Understanding this, in recent years, our province has implemented many agricultural economic models, especially supporting people to participate in supply chains to increase crop productivity and ensure stable markets. In Tủa Chùa district, the model of linking production and consumption of taro in Trung Thu commune has proven highly effective. Starting with an initial scale of 4 hectares and implemented since 2020 with 50 participating households, after 3 years of implementation, over 300 households have been linked, expanding the production area to more than 40 hectares. Taro yields average 12.5 tons/ha, with a minimum purchase price of 8,000 VND/kg. After deducting costs, the average profit is 50 million VND/ha, contributing to increased income for participating households.

According to Mr. Pham Quoc Dat, Head of the Agriculture and Rural Development Department of the district, through collaborative models and projects, many areas of low-yield rice land have been converted to higher-yielding crops, gradually forming production and consumption linkages between cooperatives, businesses, and some households. These collaborative agricultural production models have contributed to gradually changing people's production mindset, improving their lives, and progressively realizing the "Restructuring the agricultural sector towards increasing added value and sustainable development" project in the locality.

With the aim of raising awareness and inspiring self-reliance among the people, many programs and policies supporting the poor have been gradually shifting towards supporting the development and implementation of livelihood models. According to statistics from relevant agencies, from the capital of agricultural extension programs, during the period 2016-2021, with a total budget of nearly 24 billion VND, the province developed 217 agricultural extension models; including 182 models in crop cultivation and 35 models in livestock and aquaculture. During the period 2021-2025, from the project on diversifying livelihoods, developing poverty reduction models, and supporting agricultural production (National Target Program for Sustainable Poverty Reduction), nearly 170 billion VND will continue to be invested in implementing agricultural production models. To ensure the effective use of capital, Party committees and authorities at all levels are currently stepping up propaganda efforts and focusing on replicating successful poverty reduction models and best practices to encourage people, especially the poor and communities, to enhance their role and position in the fight against poverty, so that they no longer rely solely on government policies.
