Tour guides from the Provincial Relics Management Board wear traditional Thai ethnic costumes while serving tourists.

To build a positive workplace culture, the Department of Culture, Sports and Tourism has issued regulations on workplace culture and codes of conduct for officials and employees, ensuring they are consistent with the functions, tasks, and physical infrastructure of the sector. Simultaneously, it has promoted awareness campaigns to educate its staff on these matters. Specifically, in each field, 100% of officials and employees strictly adhere to administrative discipline, with no cases of disciplinary violations. 100% of officials and employees have signed commitments to maintain security and order and not violate traffic safety laws. The entire staff of officials and employees in the sector are always sincere, courteous, friendly, and united with colleagues; effectively implementing ethical standards. The sector focuses on streamlining its organizational structure for effective and efficient operation, coupled with restructuring and improving the quality of its staff. The task execution process is becoming increasingly specialized; the procedures and processes for task execution are being refined towards clarity of responsibilities, specificity of requirements, and quality standards; demonstrating professionalism and contributing to improved quality and efficiency of task execution.

Furthermore, the entire staff of the Culture, Sports and Tourism sector consistently implements the regulations on grassroots democracy; demonstrates a sense of responsibility in all areas, maintains a serious work style and conduct, creates a friendly atmosphere, and promotes openness and mutual trust. Some departments and units even work outside of regular office hours to provide services, such as the Dien Bien Phu Historical Victory Museum, the Relic Management Board, the Provincial Library, the Culture and Film Center, and the Art Troupe... Due to the nature of their work, which involves frequent contact with organizations and domestic and international tourists, the staff of the sector strictly adheres to the issued ethical standards; there have been no negative complaints from organizations or individuals regarding communication and conduct. This has contributed to building an image, style, and work ethic of the staff of the Culture, Sports and Tourism sector that is professional, scientific , disciplined, creative, and always dedicated to fulfilling their duties.

At the workplace, all employees in the sector ensure that their attire is neat and appropriate for their assigned duties. Some units even design their own uniforms, such as the Dien Bien Phu Historical Victory Museum and the Provincial Library. In addition, all departments and units under the sector regularly maintain environmental hygiene and plant trees in the office and workspace areas. This creates a spacious and friendly working environment.

Currently, the Provincial Relics Management Board has 75 officials, employees, and workers; of which, approximately 50 officials and employees welcome tourists at 6 tourist attractions. The unit always recognizes that workplace culture encompasses many aspects, from work attire, formal wear, communication style, conduct in performing duties, office and workspace arrangement, demeanor, spirit, attitude, and responsibility in performing work... These factors contribute to the formation and development of the conduct of officials and employees within the unit. Ms. Pham Thi Thao, Deputy Director of the Provincial Relics Management Board, said: “The unit always promotes the spirit of solidarity and high responsibility of each member to improve administrative discipline and build prestige within the unit... With the unique characteristic of the unit regularly serving visitors who come to visit, learn, and research, the unit has developed specific regulations and rules to build an image of friendly and hospitable officials and employees. The unit has created a common uniform for officials, employees, and workers, requiring them to wear it on Mondays, Wednesdays, and Fridays every week. It is both polite, dignified, and professional, so that anyone can recognize them as staff of the Provincial Relics Management Board. Tour guides serving tourists at the relic sites are required to wear traditional Thai ethnic costumes on all working days. At the same time, we regularly maintain a clean and green environment within the unit, in coordination with military units.” Currently, they are planting trees, mowing the lawn, decorating with flags and flowers, etc.

While discipline directly impacts work efficiency, workplace culture plays a crucial role in shaping attitudes and the work environment. It's evident that, through specific actions, the Ministry of Culture, Sports and Tourism has built a model workplace culture, contributing to improved work ethics and service attitudes among its staff, and enhancing the effectiveness of assigned tasks.
