
According to the Global Innovation Index (GII) 2025, Vietnam continues to be among the top 50 countries with leading innovation ecosystems in the world . Notably, Vietnam is recognized as one of the nine middle-income countries that have improved their rankings fastest since 2013 and one of two countries that have maintained an innovation performance exceeding development levels for 15 consecutive years. Vietnam is also among the top three countries with the fastest labor productivity growth rate between 2014 and 2024.
In the index components, Vietnam's innovation input has significantly improved, rising 3 places compared to 2023, reaching 50th place in 2025. This is the result of gradually improving institutions, strengthening the science and technology workforce, boosting investment in research and development, developing digital infrastructure, and supporting innovative businesses. Meanwhile, innovation output maintains a high position, reflecting the ability to transform scientific knowledge into products, technologies, and economic value.
Within the ASEAN region, Vietnam has surpassed Thailand to rank third, behind only Singapore and Malaysia. Among lower-middle-income countries, Vietnam continues to hold the second position, demonstrating its persistent efforts to narrow the development gap through science, technology, and innovation.

Notably, immediately after the GII 2025 Report was published, the Ministry of Science and Technology issued an Index Framework to monitor and evaluate the national potential, level of science, technology, and innovation. This is a timely step, clearly demonstrating the proactive spirit in concretizing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and digital transformation of the nation.
The index framework is built on a selection of indicators from the GII Index and scientific fields ranked by SCImago, ensuring international parity, transparent measurement methods, and authoritative data sources. The framework structure consists of two components: assessing potential and evaluating the level of science, technology, and innovation, comprehensively reflecting everything from human resources, investment in R&D, university capacity to innovative entrepreneurship and venture capital.
The issuance of the National Index Framework serves not only for monitoring and evaluation but also as a policy-oriented tool, enabling Vietnam to systematically compare itself with the group of upper-middle-income countries, thereby clearly identifying the pillars that need priority investment in the coming period.
The achievements in GII 2025, along with the synchronized implementation of Resolution 57-NQ/TW, demonstrate that science, technology, and innovation are gradually becoming key drivers of rapid and sustainable growth. This is an important foundation for Vietnam to realize its national development goals in the new era, aiming towards becoming a developed, high-income country by 2045.
