To match its status, developing a modern, integrated, and widespread urban infrastructure is one of the most important and urgent political tasks. Therefore, in recent years, Hanoi has been implementing a series of key transportation projects, from bridges across the Red River and urban railway lines to ring roads and radial arteries.
Currently, the entire city has completed or is in the process of clearing land for 1,428 projects, including 1,281 projects funded by the state budget and 147 projects funded by non-state budget sources. Among these, there are 27 large-scale and key projects that contribute to removing bottlenecks for the socio -economic development of the capital city.
In reality, the biggest "bottleneck" determining the success or failure of projects is land clearance. When projects are stalled due to land acquisition, the consequences are enormous: public investment capital is tied up, material and labor costs increase, leading to project cost overruns; traffic congestion and overloaded infrastructure reduce competitiveness and attractiveness to investors... Therefore, accelerating land clearance is key to unlocking resources, transforming planning drawings on paper into tangible projects, and promoting socio-economic development.
Looking at the pace of implementation of recent key projects, a completely new mindset is evident. The city no longer views land clearance as solely the responsibility of the relevant departments or project management boards, but rather as a central political task for the entire political system, from the city level down to the communes, wards, and even the community. With the motto "look straight, speak truthfully, and innovate leadership methods," the city government has focused its leadership on ensuring "clear responsibilities, clear tasks, clear timelines, clear accountability, and clear effectiveness." The head of the Party committee directly serves as the head of the local land clearance steering committee. The presence of the Party Secretary and Chairman of the People's Committee at all levels at "hot spots" to engage in dialogue and listen to the concerns and aspirations of the people has completely changed the situation.
Furthermore, the wards and communes have flexibly applied the "Effective People's Mobilization" model, maximizing the effectiveness of propaganda and persuasion of households subject to land clearance. Instead of imposing administrative orders, the flow of information is carried out in a way that involves sharing and persuading, helping people understand the strategic significance of the project for the future development of the capital city, with people placed at the center.
Thanks to the active and coordinated involvement of relevant agencies and the entire political system, land clearance work has seen significant progress since November 2025. A series of projects that had been stalled for many years have now completed land clearance.
However, to maintain and further accelerate the land clearance process for projects, the city still needs to continue focusing on promoting the application of information technology, digitizing cadastral maps and land management records to shorten the time for land origin assessment and approval; ensuring transparency, compliance with legal regulations, and protecting the legitimate rights and interests of the people. At the same time, it is crucial to resolutely and strictly handle cases of deliberate profiteering, procrastination, and even the dissemination of false information on social media, both with the aim of putting pressure on the government and for political purposes, causing division within the national unity, disrupting security and order, and affecting the common good.
The city's determination in land clearance is sending a clear message about its commitment to action, guided by the motto: " Hanoi says it, Hanoi does it - quickly, correctly, effectively, and thoroughly," to accelerate the progress of key infrastructure projects. This not only brings about new roads and bridges, solving the problem of urbanization pressure, but more importantly, affirms the government's administrative capacity and credibility before the people. When the entire political system is involved, with the consensus of the people as a foundation, all "land clearance bottlenecks" will be resolved.
