Building consensus among the people

Implementing the grassroots democracy regulations, the Party Committee and government of Quài Tở commune have focused on expanding democracy to allow people to participate in discussions and decisions on issues directly related to them, such as: contributing to the construction of community works, donating to charitable and humanitarian funds; socio-economic development plans and projects; compensation for land clearance, implementation of construction projects, loan sources for production development, poverty reduction, etc. This has created consensus among the people. All information that must be made public is disseminated and posted at the commune office, public reception areas, and public places, and is implemented seriously. Promoting the role of the people as the main actors in building new rural areas, the commune focuses on leading and mobilizing the people to actively participate in production development, transforming the structure of crops and livestock towards commodity production to increase economic value and achieve sustainable poverty reduction. People have donated land, contributed funds and labor to build new rural areas; participated in sanitation and environmental protection, and ensured security and order in residential areas… Recently, people in the commune donated ^880m² of land for internal field roads; contributed more than 500 days of labor to build roads and lighting systems with a length of 1,845m, at a cost of over 313 million VND; and built a model flower road 800m long with a cost of over 27 million VND… To date, Quài Tở commune has been recognized as basically meeting the standards of a new rural area, striving to complete all 19 criteria and achieve the new rural area standard by the end of 2023.

Mr. Giàng A Dơ, Head of the District Party Committee's Mass Mobilization Department and Chairman of the Vietnam Fatherland Front Committee of Tuần Giáo District, stated: The implementation of grassroots democracy in the district has been serious and closely aligned with the local situation. Promoting democracy, all important matters are discussed and opinions are sought from the people, especially those directly related to the legitimate rights and interests of the people. The People's Committees of the communes have also effectively implemented administrative procedure reforms through the "one-stop shop" mechanism to promptly receive, guide, and resolve people's applications and procedures. The communes have paid attention to and implemented direct dialogue between the government and the people in accordance with regulations to resolve difficulties, grievances, and complaints, limiting the number of appeals to higher levels and prolonged disputes. For the blocks and villages in the area, appropriate regulations have been established in accordance with current regulations, with very specific and clear content that is agreed upon and implemented by the people, such as: practicing civilized lifestyles in weddings, funerals, and festivals; not child marriage or consanguineous marriage; preserving and protecting the environment; building cultured families, etc.

Focusing on implementing grassroots democracy, the district has also effectively implemented social welfare policies to ensure the material and spiritual well-being of its people. Some policies and programs that the district has successfully implemented in recent years include: policies for war veterans and social welfare beneficiaries; poverty reduction programs and projects; policies supporting production, job creation, vocational training, and labor export… As a result, many disadvantaged families have been able to increase their income, stabilize their lives, and contribute to reducing the poverty rate in the area. Furthermore, the Steering Committee for Building and Implementing Grassroots Democracy in the district has directed local Party committees and authorities to create favorable conditions for the people to exercise their right to supervision through the activities of the Fatherland Front Committee and other political and social organizations, people's inspection committees, community investment monitoring committees, and mediation groups. Therefore, all work carried out at the grassroots level is known to the people, who have the right to participate in providing feedback, voting, and monitoring the implementation process.

With decisive leadership and the involvement of Party committees and authorities at all levels, the implementation of grassroots democracy in Tuan Giao district has been actively promoted and has brought about many positive changes, empowering the people to exercise their right to self-governance. This has had a significant impact on socio-economic development, ensuring local security and order, and fostering public consensus in the implementation of policies, programs, and projects in the area.
