Over the years, Quang Ninh province has paid great attention to the development and utilization of human resources, especially high-quality human resources, to meet the requirements of socio-economic development. Many policies and solutions have been effectively implemented, meeting the increasingly high demands of the labor market. The quality of teaching at all levels and grades has been continuously improved, gradually meeting the requirements of international integration. The linkage between schools and businesses continues to be strengthened, helping to increase the employment rate of graduates. Training facilities and equipment are regularly invested in and modernized. The quality of teachers and management staff in educational and training institutions is continuously improved through training and development. Policies and regulations regarding salaries, insurance, rewards, planning, and appointments are fully and promptly implemented in accordance with regulations.
The labor structure by sector is shifting positively, gradually moving towards industrialization and modernization, in line with the province's socio-economic development orientation. By the end of 2024, the workforce in agriculture, forestry, and fisheries will account for approximately 16.7%; the industrial and construction sector 34.4%; and the service sector 48.9%. The quality of human resources has also improved significantly, with the percentage of trained workers reaching approximately 87% by the end of 2024, of which 51% hold degrees or certificates. The province's average social labor productivity consistently ranks among the top in the country. The unemployment rate has continuously decreased from 3.29% (2020) to 2.16% (2024), lower than the national average. The vocational education network is extensive, with many key national, regional, and international-level professions meeting the diverse learning needs of the people.
According to the Quang Ninh Provincial Planning for the period 2021-2030, with a vision to 2050, the province strives to achieve a total population of approximately 2.64 million people by 2030; to be among the top 15 provinces and cities nationwide in terms of the level and quality of education and training development; to be one of the centers for high-quality human resource education and training in the region; and to participate in the UNESCO global network of learning cities/provinces.
To achieve the above objectives, delegates focused on discussing and proposing solutions related to building and promulgating mechanisms and policies for human resource development; strengthening vocational training planning; innovating training content and methods; strengthening links with businesses and the labor market; attracting investment in educational infrastructure, science and technology, innovation, and digital transformation…
Concluding this discussion, Comrade Vu Dai Thang, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation, emphasized: To meet the requirements of the country entering a new era, the province needs to make further breakthroughs in human resource development. The solutions proposed must be carefully developed and appropriate to the new development stage. Investment resources for human resource development must be focused on the most crucial and key areas, not spread too thinly. Human resource development must ensure the maximum utilization of existing human resources, with mechanisms for continued training and skill development. At the same time, solutions must be found to attract high-quality human resources.
The Provincial Party Secretary also noted that, in the context of the upcoming implementation of a two-tiered government model, it is necessary to study options for decentralizing power to local governments in implementing mechanisms and policies for development and attracting human resources, especially high-quality human resources, to meet the development requirements of each locality as well as the entire province.
Regarding long-term orientation, the Provincial Party Secretary requested that the tasks and solutions for human resource development be updated in the draft political report of the 15th Provincial Party Congress to be presented to the 16th Provincial Party Congress. Based on that, systematic and synchronized steps should be implemented throughout the entire political system in the next term.
