Accelerate the speed and level of implementation.
The revised resolution is certainly more open and superior to Resolution 136/2024/QH15, which is a great advantage for Da Nang.
The current challenge is to implement all these policy mechanisms quickly. Many localities are currently developing open economic zones, aiming to replicate the free trade zone model; therefore, Da Nang must implement specific mechanisms and policies quickly to compete effectively.
Furthermore, implementation must be synchronized. For example, the core of the Da Nang Free Trade Zone is logistics, linked to Lien Chieu Port. Therefore, in addition to accelerating the construction of the free trade zone and attracting strategic investors, it is necessary to expedite the implementation of Lien Chieu Port to ensure synchronization.

Enhancing the role of entrepreneurs in the new era.
At the 8th Congress of the Da Nang Young Entrepreneurs Association, for the term 2025-2028, city leaders assigned the association an important task: to strongly promote the pioneering role, the willingness to think, act, innovate, and take responsibility of young entrepreneurs in the new development phase of Da Nang.
This is not just an expectation, but also an urgent requirement in the context of the city implementing specific mechanisms and policies according to Resolution No. 259/2025/QH15, amending and supplementing Resolution No. 136/2024/QH15 of the National Assembly .
In the coming period, the Da Nang Young Entrepreneurs Association will not only focus on policy research but will also proactively participate in offering suggestions and working alongside the government to implement the contents of Resolution 259/2025/QH15 into practical production and business activities. The focus will be on supporting member businesses and the local business community to effectively utilize tax and land incentives and administrative procedure reforms, thereby attracting social investment resources.
The association clearly defines its role as a reliable "bridge" between the government and businesses, focusing on promoting the development of key sectors prioritized by the city, such as semiconductor chip industry, artificial intelligence, logistics, and seaports. Through networking programs, policy dialogue, and value chain linkages, the association aims to form a domestic business ecosystem right in Da Nang, capable of deeply participating in regional supply chains.
