Creating public open spaces

The system of parks and squares in the province is being "re-established" to create public open spaces, better meeting the recreational, entertainment, and cultural needs of the people. At the same time, it contributes to creating a green, civilized, modern, compassionate, and livable urban landscape.

Creating open spaces

Since the end of 2022, Bien Hung Park, located in the center of Tran Bien Ward, Dong Nai Province, has been upgraded. One of the key projects undertaken was the removal of the fence separating the park from the 30-4 and Hung Dao Vuong roads. In early 2023, the renovation of Bien Hung Park was officially completed, creating an open space connecting the park with the surrounding urban roads.

In mid-April 2025, the fence separating the Provincial Conference Center (Tan Trieu Ward, Dong Nai Province) from Nguyen Ai Quoc Street was also dismantled. Similar to Bien Hung Park, after the fence was removed, a connecting space was formed between the Provincial Conference Center and Nguyen Ai Quoc Street.

Most recently, in August 2025, the People's Committee of Tran Bien Ward, in coordination with Dong Nai Industrial Park Development Corporation (Sonadezi), began dismantling the surrounding fence and upgrading Lam Son Park to create a community space for recreation and physical training for the local people.

It can be said that, in a short period of time, the removal of fences around parks and squares has created public spaces with greater "openness," better meeting the needs of the people.

Ms. Nguyen Thi Tu, a resident of Tran Bien ward, said: "Since the fence around Bien Hung Park was removed, people feel closer to the park. Previously, to enter the park, one had to go through a gate, but now people can enter more easily without the fence. This also makes people want to visit the park more. On the other hand, without the fence surrounding it, the landscape looks more open and airy."

Mr. Tran Anh Minh, a resident of Tran Bien ward, said: "When the fence around the Provincial Conference Center was removed, people found it much more convenient if they wanted to go for a walk or exercise."

"Previously, people had to go through a gate to get to the Provincial Convention Center, which made them hesitant. Now, they can access it from many directions, which is very convenient," Mr. Minh said.

Provincial Party Committee member and Vice Chairman of the Provincial People's Committee Ho Van Ha stated: Creating public open spaces will better meet the needs of the people for recreation, entertainment, and sports training. Furthermore, the removal of barriers separating these spaces will contribute to creating a more modern and welcoming urban landscape.

Increase benefits for the people.

Currently, in addition to the parks and squares that have been created as open spaces, Dong Nai province is also continuing to direct localities to implement urban beautification programs. One of the requirements of this program is the creation of public open spaces to enhance the enjoyment of residents.

Recently, Tran Bien ward has also been coordinating with relevant agencies to implement a plan to establish a square for the Bien Hoa Ancient Citadel. Essentially, the plan to establish the Bien Hoa Ancient Citadel square will absolutely preserve and not interfere with the four original relics that have been recognized as part of the Bien Hoa Ancient Citadel National Historical Monument.

According to experts, public spaces are community living spaces, parks, gardens, squares, pedestrian areas, etc., organized as open spaces with areas for recreation, relaxation, and entertainment to serve the spiritual life of urban residents.

However, it is noteworthy that in the plan to establish the Bien Hoa Citadel Square, the authorities also proposed demolishing the row of two-story buildings in front to create an open space connecting the Bien Hoa Citadel with Phan Chu Trinh Street. This would create a connecting axis to the Dong Nai River, providing a scenic view from the Dong Nai River towards the city.

For the area within the Bien Hoa Ancient Citadel grounds, the proposed plan involves reorganizing the landscape by redesigning the park, establishing parking lots and playgrounds, planting trees, erecting flagpoles, and installing a lighting system. This plan aims to create a community space and open areas, facilitating convenient access to the historical site for the public.

Besides establishing the Bien Hoa Ancient Citadel Square, the Song Pho Square in Tran Bien ward is also being studied for development into an open space with a pedestrian street to create more public space for urban residents.

Chairman of the Dong Nai Provincial Architects Association, Khuong Nguyen Duc Chuong, assessed: Creating public open spaces is a necessary step to urban beautification, forming a modern urban space with great openness and closeness to residents. This will better meet the needs of people for these public spaces.
