On June 27th, after seeing an advertisement on social media, Ms. H (30 years old) went to Mayo Clinic Nghe An (12 Nguyen Phong Sac Street, Vinh City) for a skin analysis and melasma treatment. There, she was taken to a private consultation room and offered various other services.
After receiving consultation, Ms. H. agreed to undergo several beauty treatments and paid 513 million VND. However, after undergoing a few procedures such as thread lifting for the nose and breast injections, she fainted and had to be rushed to the hospital.
Following the public outcry caused by the widely circulated information, on June 30th, the aforementioned beauty salon refunded Ms. H. 380 million VND, citing her cancellation of some services. Ms. H. also pledged not to file any complaints or lawsuits.
However, authorities in Nghe An are continuing to investigate customer complaints regarding suspected irregularities at the aforementioned beauty salon.
To help people understand which beauty establishments are licensed and make the right choices, the Nghe An Department of Health has provided a list of beauty establishments that have been licensed to operate by the competent authorities.
Accordingly, the entire province of Nghe An currently has only one hospital, Thai Thuong Hoang Dental and Cosmetic Surgery Hospital (28 Nguyen Sy Sach Street, Vinh City), which is licensed to operate by the Ministry of Health .
In addition, there are 5 cosmetic clinics licensed by the Nghe An Department of Health, all located in Vinh City.
These include Hoan My Private Dental Clinic, 129 Nguyen Du; 148 Nguyen Van Cu Private Cosmetic Surgery Clinic; THAVI Private Cosmetic Clinic, 2 Vicentra Building, Ngu Hai; Huong Xo Private Cosmetic Clinic, 2 Le Nin Avenue; and Dr. Tien Cosmetic Clinic, 8/adjacent to Vinaconex 9 - Le Nin Avenue.
These are establishments permitted to provide cosmetic services using drugs, substances, and equipment to intervene in the human body (surgery, procedures, interventions involving injections, injections, radiation, waves, burning, or other invasive interventions) to alter skin color, shape, weight, or defects of body parts; tattooing, permanent makeup, and embroidery on the skin using injectable anesthetics.
In addition, all other establishments are self-declared beauty service establishments providing services such as sauna, massage, tanning, non-surgical cosmetic procedures, haircuts, hair washing, manicures, makeup, eyebrow shaping, etc.
These establishments are only permitted to provide services that do not cause bleeding, perform surgery on the body, or prescribe medication. According to regulations, these cosmetic service businesses are not under the management of the health sector.
These establishments operate on a self-declared service basis, are not licensed by the health sector, and do not employ doctors, only technical staff. Any invasive procedures, injections, laser treatments, or prescription drugs prescribed by these establishments are not permitted and will be dealt with according to regulations.
Recently, authorities in Nghe An province have imposed administrative penalties on many cosmetic service establishments and multi-specialty clinics operating in violation of regulations, with large fines and strong measures, including temporary suspension of operations and revocation of licenses.
However, according to the Inspectorate of the Nghe An Department of Health, the operations of many cosmetic service establishments in the province remain complex, with instances of negative practices, irregularities, and deception of customers.
