
The shooting in the town of Stade in the German state of Lower Saxony may have stemmed from a personal dispute; political or extremist motives are not currently being considered, Spiegel magazine reported, citing police.
A large police force has been deployed to the city center, while law enforcement officials have urged people on social media to avoid the area.
"Gunfire was heard near a youth welfare center in the city center," a police official told Germany's DPA news agency. According to Der Spiegel, two suspects, including one alleged to be the gunman, have been arrested.
According to law enforcement officials, several people were injured in the incident. One person died in hospital from severe injuries, bringing the total death toll to six, police added on Monday afternoon.
According to the DPA news agency, citing a police spokesperson, police are investigating the incident as a homicide at a facility providing supervised temporary accommodation for pregnant women and young women with children. The German magazine Focus reported, citing a witness, that loud screams were heard from the premises just before the shooting. The man, who lives nearby, told the magazine that he saw a woman and a young man attempting to flee the scene in a car. According to the witness, police opened fire after the two ignored officers' orders to stop.
"Two suspects have been arrested," a spokesperson said, adding that there is now no danger to the public. Later on Monday, police confirmed that a third suspect had been arrested.
The suspects' motives remain unclear. Their identities have not been revealed.
