These are three projects under the investment project to build several sections of the North-South expressway in the 2017-2020 period, invested under the public-private partnership (PPP) method.
Based on the proposal of the Vietnam Road Administration, the Ministry of Transport has approved in principle the continued pilot implementation of the non-stop toll collection model for the Dien Chau - Bai Vot, Nha Trang - Cam Lam, and Cam Lam - Vinh Hao component projects, following a model with no barriers at the entrance and barriers at the exit, and no mixed toll lanes.
Regarding speed limits in the exit lane, the Ministry of Transport requires research to select appropriate speeds, minimizing design adjustments while still ensuring system processing speed, optimizing traffic flow, and guaranteeing vehicle safety.
For adjacent expressways, the Ministry requires toll stations to be located on the main route between the two expressways, with a closed, interconnected toll collection system and revenue sharing. On short, independent sections where adjacent expressways are not yet connected, temporary toll stations may be built on the main route to ensure independent operation. Toll stations and toll booth construction must follow a streamlined and economical design to be ready for the transition to single-lane and multi-lane operation.
The Vietnam Road Administration is tasked with reviewing and unifying the technical content, connection plans, and related issues for the pilot model implementation; guiding and unifying the design documents for adjusting toll stations in projects currently being implemented under the pilot model. Simultaneously, it will monitor the implementation of the pilot model in these projects; report on the evaluation and summary of the practical results of the pilot model implementation; and propose recommendations to the Ministry of Transport to consider moving towards a single-lane or multi-lane free-to-use toll collection phase without barriers.
Previously, the Ministry of Transport also approved the non-stop toll collection model for the Nha Trang - Cam Lam expressway. Accordingly, the entrance to the toll station will have one ETC lane and an emergency lane, without barriers or toll booths. Cameras mounted on gantries will automatically scan and read ETC tags affixed to vehicles passing through the station to deduct the toll. The exit will have two ETC lanes, one toll booth, and one automatic barrier. Vehicles will pass through the barrier area at a speed of 60 km/h, instead of 40 km/h as before.
