From the movement to eliminate temporary housing
For Mrs. Duong Thi Thao of Loc An commune, Phu Loc district, living in a spacious house with windproof doors and a leak-free roof is a joy that once seemed far-fetched but has now become a reality. The house was newly built with support from the city under the program to eliminate temporary and dilapidated houses.
"With a new house, my child can work far away with peace of mind, and she has a place to study. I no longer worry every time it rains," Mrs. Thao shared.
Ms. Thao's story is not unique. It is one of thousands of cases that have received support from the "Joining Hands to Eradicate Social Evils and Disadvantaged Children" movement.
From 2021 to the present, Hue City has implemented support programs to eliminate poverty and social inequality for nearly 6,800 households with a total budget of nearly 351 billion VND, averaging 40 million VND per household. This is not only a significant figure reflecting the determination of the government at all levels, but also demonstrates the widespread spirit of mutual support within the community.
According to the Emulation and Commendation Board of Hue City, immediately after the Prime Minister issued Decision No. 539-QD/TTg on June 19, 2024, promulgating the Plan for implementing the emulation movement "Joining hands to eliminate poverty and hardship nationwide in 2025," the city quickly issued its own implementation plan. Accordingly, the emulation movement to eliminate poverty and hardship in the city was launched and spread strongly, creating a vibrant atmosphere of competition throughout the area. From reviewing and innovating policies to mobilizing social resources, everything was implemented synchronously. Many businesses and philanthropists have joined hands and contributed. Hue City is striving to complete the elimination of poverty and hardship for poor and near-poor households and other disadvantaged groups before June 30, 2025, six months ahead of the general plan.
Mr. Nguyen Thanh Binh, Standing Committee member of the City Party Committee and Permanent Vice Chairman of the Hue City People's Committee, affirmed: "The city is committed to ensuring that no one is left behind, especially poor households and families with difficult housing situations. The support funds are managed transparently, reaching the right people for the right purposes."
Leading to many effective emulation movements.
Beyond simply eliminating rural and non-rural areas, the emulation movement in Hue has spread widely across many fields, creating many unique imprints. For example, the "Joining Forces to Build New Rural Areas" movement has transformed many rural regions, bringing about significant improvements.
By the end of 2024, 80 out of 94 communes in the city had completed all 19 criteria for building new rural areas, achieving a rate of 85.1%. Behind this impressive figure lies the result of a vibrant and widespread emulation movement among localities, using tangible effectiveness as a measure and people's satisfaction as the goal.
Many localities such as Quang Dien, Huong Thuy, and Phong Dien have proactively registered and competed in building advanced and model new rural areas. Achieving the new rural area goals ahead of schedule is not a stopping point, but rather a springboard for communes to compete, develop initiatives, mobilize resources from the people, and contribute to improving the quality of life and the changing appearance of rural areas. When the emulation movement is linked to practical benefits and sustainable development goals, it creates a strong impetus to spread the spirit of overcoming difficulties, innovation, and action down to the grassroots level.
In the digital age, Hue is keeping pace with new movements. The "Digital Literacy for the People" model is one example. Everyone, regardless of age or profession, can access Hue-S to learn digital skills. From online public services to applications for daily life and business. The "National Digital Skills Learning Day," digital volunteer teams, and community digital ambassadors create a vibrant learning wave, contributing to the building of digital citizens and a digital society.
Another notable achievement is the "Green Sunday" movement. It has become a habit; every weekend, volunteers in green shirts appear everywhere. Officials and citizens work together to collect trash, clean up the landscape, and plant trees. These small actions contribute to creating a civilized lifestyle and building a green, clean, and bright Hue.
The Standing Vice Chairman of the Hue City People's Committee, Nguyen Thanh Binh, emphasized: "Every emulation movement must originate from reality, with the people and businesses at its center. Emulation must create concrete changes and clear effectiveness. In the context of being a centrally-governed city, the requirements for emulation must be even higher, more substantive, and avoid formality."
City leaders urged all levels and sectors to continue innovating the content and form of emulation campaigns. "We must ensure that every agency, unit, enterprise, community, and individual finds a suitable movement. The more specific and practical the movement, the more vibrant it will be," Mr. Binh said.
To ensure that emulation movements truly go deeper and spread more widely, Hue City has determined to continue strengthening close leadership and guidance from Party committees and government at all levels. The focus is on concretizing the goals and content of emulation in each sector, locality, and unit. Each movement must be linked to key political tasks and address practical issues of life.
The city emphasizes promoting the pioneering and exemplary role of officials and Party members. At the same time, it intensifies propaganda and mobilization efforts to ensure that all segments of the population understand the significance and voluntarily participate. Inspection, supervision, preliminary and final reviews, and awards are also carried out regularly and promptly. Through these efforts, advanced models and effective practices are replicated, creating new momentum for the comprehensive development of Hue City.
