From the movement to eliminate temporary housing

Living in a spacious house with windproof doors and a roof that no longer leaks when it rains, for Ms. Duong Thi Thao, Loc An commune, Phu Loc district, a joy that seemed far-fetched has now come true. The house was newly built with support from the city under the program to eliminate temporary and dilapidated houses (NT, NDN).

“With a new house, my child can work far away and has a place to study. I no longer worry when it rains,” Ms. Thao shared.

Mrs. Thao's story is not unique. It is one of thousands of cases supported by the movement "Join hands to eliminate NT, NDN".

From 2021 to present, Hue City has implemented support to eliminate NT and NDN for nearly 6,800 households with a total budget of nearly 351 billion VND, each household received an average of 40 million VND in support. This is not only a telling number, reflecting the determination of authorities at all levels, but also shows the spreading power of the spirit of mutual love in the community.

According to the Emulation and Reward Board of Hue City, immediately after the Prime Minister issued Decision No. 539-QD/TTg dated June 19, 2024 promulgating the Plan to implement the Emulation Movement "Joining hands to eliminate poverty and unemployment nationwide in 2025", the city quickly issued an implementation plan. Accordingly, the emulation movement to eliminate poverty and unemployment in the city was launched and spread strongly, creating a vibrant competitive atmosphere throughout the area. From reviewing and innovating policies to mobilizing social resources, all were implemented synchronously. Many businesses and philanthropists have joined hands and contributed. Hue City is striving to complete the elimination of poverty and unemployment for poor, near-poor households and disadvantaged groups before June 30, 2025, 6 months earlier than the general plan.

Mr. Nguyen Thanh Binh, member of the City Party Committee, Permanent Vice Chairman of the Hue City People's Committee affirmed: "The city is determined not to leave anyone behind, especially poor households and families with housing difficulties. Support funds are managed transparently, reaching the right people and for the right purposes."

To many effective emulation movements

Not only stopping at eliminating NT and NDN, the emulation movement in Hue has also spread widely in many fields, creating many unique marks. That is, the movement "Joining hands to build new countryside" has transformed many rural areas.

By the end of 2024, the entire city had 80/94 communes completing 19/19 criteria for new rural construction, reaching a rate of 85.1%. Behind that impressive number is the result of a vibrant and widespread emulation movement among localities, taking actual effectiveness as a measure and people's satisfaction as the goal.

Many localities such as Quang Dien, Huong Thuy, Phong Dien have proactively registered and competed to build advanced, exemplary new rural areas. Reaching the new rural area early is not a stopping point, but becomes a springboard for communes to compete, promote initiatives, mobilize resources from the people, contributing to improving the quality of life and the appearance of the countryside that changes every day. The emulation movement, when linked to practical benefits and sustainable development goals, will create a strong driving force to spread the spirit of overcoming difficulties, innovation and action to the grassroots level.

In the digital age, Hue keeps up with new movements. The "Digital Literacy for All" model is an example. Everyone, regardless of age or occupation, can access Hue-S to learn digital skills. From online public services to life and business applications. "Digital Literacy Day for All", digital volunteer teams, and community digital ambassadors create a wave of exciting learning, contributing to building digital citizens and a digital society.

Another mark is the "Green Sunday" movement. It has become a habit that every weekend, green volunteer shirts appear everywhere. Officials and people collect trash, clean the landscape, and plant trees. These small actions contribute to creating a civilized lifestyle, building a green - clean - bright Hue.

Permanent Vice Chairman of Hue City People's Committee Nguyen Thanh Binh emphasized: "Each emulation movement must originate from reality, with people and businesses at the center. Emulation must create specific changes and clear results. In the context of being a centrally-run city, the emulation requirements must be even higher, more substantial, and avoid formalities."

City leaders requested all levels and sectors to continue to innovate the content and form of emulation. "We must find a suitable movement for each agency, unit, enterprise, community and individual. The more specific and practical it is, the more vital the movement will be," said Mr. Binh.

In order for the emulation movements to truly go into depth and spread more strongly, Hue City determined to continue to strengthen the leadership and close direction from Party committees and authorities at all levels. The focus is on concretizing the goals and content of the emulation in each sector, locality and unit. Each movement must be associated with the core political task and solve practical problems of life.

The city focuses on promoting the pioneering and exemplary role of cadres and party members. At the same time, it promotes propaganda and mobilization so that all classes of people clearly understand the meaning and voluntarily participate. Inspection, supervision, preliminary and final reviews and rewards are also carried out regularly and promptly. Thereby, promoting advanced models and good practices, creating new momentum for the comprehensive development of Hue City.
