* REPORTER: During the period 2020-2025, Ho Chi Minh City faced many challenges, from battling the Covid-19 pandemic to restructuring its administrative apparatus. So, what are the outstanding results that the patriotic emulation movement has brought about, contributing to the socio -economic development of the city and the overall movement of the whole country?
* Comrade NGUYEN MANH CUONG: Over the past five years, Ho Chi Minh City has faced unprecedented challenges, including the Covid-19 pandemic. Thanks to the concerted efforts of the people and the entire political system, the city has strived to overcome these challenges and has recovered and developed its socio-economic sector strongly. The city has also completed the consolidation of its administrative apparatus and put into operation a two-tiered local government model.
Emulation is not found in resolutions or slogans, but in every daily action. It's the dedication of officials serving the people, the awareness of keeping alleyways clean among residents, the initiatives of businesses in production and trade... With its tradition of dynamism, creativity, and compassion, Ho Chi Minh City will not only be the economic locomotive, but also a model of "Emulation for the Happiness of the People" in the new era.

During the Covid-19 pandemic, the city's emulation movements truly spread, mobilizing active participation and harnessing the strength of national unity, profoundly demonstrating the collective effort, solidarity, humanity, and compassion of the city's people.
Currently, patriotic emulation movements in the city continue to affirm their value and effectiveness, truly spreading strongly and linked to goals, evaluated by the effectiveness of serving the people. This spirit of emulation has propelled the city to achieve important accomplishments, further affirming its role as the economic locomotive of the country. From the beginning of the year until now, the city has collected 737,000 billion VND in state budget revenue, accounting for 36.7% of the total national budget revenue.
In particular, emulation campaigns have contributed to improving people's lives and ensuring social security, such as eliminating 100% of temporary housing ahead of schedule; achieving the goal of eliminating poverty according to the multidimensional standard in the 2021-2025 period; and reaching an average GRDP per capita of over 8,200 USD, 1.7 times higher than the national average.

In addition, Ho Chi Minh City has always proactively concretized key tasks by promptly launching specialized emulation movements, such as the Creative Emulation Movement to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025); the high-intensity emulation campaign "100 days of streamlined, efficient, and effective operation"; the "Responsible Action - Quality Results" emulation campaign to effectively implement the restructuring and streamlining of the apparatus according to Resolution 18 of the Central Committee; and the high-intensity emulation campaign "Determined to accelerate, double productivity" to celebrate the 1st Congress of the Ho Chi Minh City Party Committee and the 14th National Congress of the Party.
Thanks to the determination of the entire political system, the city's tradition of unity, dynamism, and creativity, along with the pride, will, and aspirations of each citizen, in the flow of patriotic emulation, various movements have propelled Ho Chi Minh City to complete many key tasks and put into operation many major projects, such as Metro Line 1 (Ben Thanh - Suoi Tien), Tan Son Nhat Terminal 3, and accelerate the progress of the Ring Road 3 Project…
These results are vivid evidence of the effectiveness of the city's patriotic emulation movement, which not only contributes to the socio-economic development of Ho Chi Minh City and the country, but also always aims to serve the people in the best and most timely way.
* In the new term, Ho Chi Minh City is expected to develop into a "super city of the whole country." How will the patriotic emulation movement continue to innovate to suit the new requirements, Comrade?
* The First Ho Chi Minh City Patriotic Emulation Congress determined that: “Unity, innovation, creativity, and emulation to build Ho Chi Minh City as a pioneer, together with the whole country, entering a new era” is the motto for action, arousing the spirit of patriotic emulation throughout society. The biggest orientation is to focus on tangible effectiveness, aiming for the benefit of the people and sustainable development.
The city will launch emulation movements to successfully implement the 30 key targets, 3 strategic breakthroughs, and 10 key tasks and solutions identified in the Resolution of the First Congress of the Ho Chi Minh City Party Committee, term 2025-2030.
The content and methods of the emulation campaign will be implemented with clear themes and criteria, linked to practical realities at the grassroots level, serving the people and businesses. The city will also link the results of the emulation campaign to the implementation of breakthrough programs for the synchronous development of infrastructure, the construction of smart cities, and the progressive development of culture and society , along with assessing the level of satisfaction of people and businesses, combined with rankings of administrative reform, competitiveness, and the quality of public services, aiming to "improve the quality of life for the city's residents".
A place where people have the opportunity to contribute and innovate.
* Ho Chi Minh City has always played a leading role, spreading many emulation movements throughout the country. In this new phase, what breakthroughs will the city make in its approach to continue maintaining this pioneering role?
* Ho Chi Minh City views emulation as a method of innovative management. Through this, it has identified three main breakthroughs to create widespread impact and pioneering spirit:
Firstly, the emulation campaign should hold leaders accountable. Each agency and unit must commit to a specific initiative each year, with quantifiable metrics, and the results should be integrated into performance evaluations, rewards, and disciplinary actions for officials.
Secondly, emulation should start from the grassroots, with the people as the main actors. Strengthening substantive emulation movements in residential areas, industrial zones, schools, etc., so that each neighborhood, each school, or each industrial zone becomes a hub of emulation, where people can participate, contribute ideas, and directly benefit from the movement and initiatives to improve their quality of life.
Thirdly, the city will promote regional cooperation and expand international collaboration. It will strengthen coordination with the Southeast region and the Mekong Delta to expand exchanges and learn from international partners about smart governance, green urban development, digital transformation, and sustainable development.
* The city aims to be among the top 100 most livable cities in the world by 2030, with a vision extending to 2045. How will the next phase of the patriotic emulation movement contribute to realizing this goal and vision, Comrade?
The city has identified the patriotic emulation movement for the next phase as an emulation for the happiness of its citizens. The city defines "livable" not only as a place with a developed economy, a green and clean environment, and civilized behavior, but also a place where citizens are respected, served, and have opportunities to contribute and innovate. A city is only truly livable when each citizen feels safe to live in, has stable employment, space to create, and faith to belong to.
The city is reviewing implemented programs and projects, as well as responding to emulation movements launched by the Central Government; at the same time, it is determined to focus on key tasks with specific targets. Among these, Ho Chi Minh City is determined to achieve the "Waste-Free City" target, strengthen waste sorting at source in 100% of wards and communes, and develop at least 1 million square meters of public green space in parks and along canals to improve urban areas.
Maintaining and consolidating the achievement of eliminating poverty according to the multidimensional poverty standard; minimizing crime and traffic accidents. In particular, patriotic emulation movements are aimed at addressing the four issues that General Secretary To Lam requested Ho Chi Minh City to thoroughly resolve: traffic congestion; flooding; environmental pollution; and building Ho Chi Minh City into a civilized city, a city free of drugs. The goal is to build Ho Chi Minh City into a safe and healthy place to live and work.
Another key task is to promote administrative reform and digital transformation, using citizen satisfaction as a benchmark. This should be done in parallel with promoting cultural values, building a civilized and compassionate way of life, and spreading emulation movements within each residential area and neighborhood.
All these movements are aimed at a common goal: to make Ho Chi Minh City a livable city – a place where people can live safely, develop sustainably, unleash their creativity without limits, and be happy within their own families.
Achievements of the patriotic emulation movement in Ho Chi Minh City during the 2020-2025 period.
Emulation movement for economic, cultural, social, national defense and security development:
+ GRDP per capita reached VND 187.4 million , 1.64 times higher than the national average (excluding oil and gas).
+ The city's GRDP is estimated at 2,568,000 billion VND , accounting for 22.3% of the national total (excluding oil and gas).
+ State budget revenue reached 737,000 billion VND , equivalent to 33.4% of total national budget revenue.
Total social investment reached VND 631,800 billion , accounting for 17.1% of the total social investment nationwide.
+ Proactively resolve obstacles and accelerate the progress of 14 military and defense projects.
Creative emulation movement to celebrate the 50th anniversary of the Liberation of Southern Vietnam and the reunification of the country (April 30, 1975 - April 30, 2025):
+ 61 outstanding city-level emulation programs, projects, and initiatives across 6 fields.
+ At the grassroots level: 2,013 out of 2,203 emulation programs, works, and projects have been completed.
