Major Dang Quoc Hung's workday begins with stacks of files to process, calls from citizens, and a host of daily tasks typical of a grassroots police officer . However, alongside his familiar professional duties, his phone is constantly flooded with notifications: citizens sending messages offering suggestions on propaganda content, colleagues sharing recently uploaded videos. On social media platforms, the legal awareness clips he and his colleagues create continue to spread rapidly, generating a positive impact.

Few would have imagined that behind those videos , lasting only a few dozen seconds, lies the result of a persistent innovation in propaganda work pursued by the Duong Noi Ward Police over the past period. Implementing the "Three Best" emulation movement of the People's Police force with the motto "Most Disciplined - Most Loyal - Closest to the People," the unit registered to build a model of "Most Preventive," identifying legal propaganda as one of its key tasks. From there, the Legal Propaganda Team was established, and short videos on digital platforms began to be produced.

Instead of lengthy, theoretical propaganda, legal regulations are conveyed through everyday, relatable situations, sometimes with a touch of humor and in tune with youth trends. Initially, this novel approach raised concerns about its effectiveness, but the first video posted immediately attracted tens of thousands of views, thousands of shares, and countless positive comments. Some people messaged to express their gratitude for understanding the penalties for traffic violations for the first time. Some parents saved the video to guide their children. Others watched it repeatedly as a way to "learn the law" more easily.

Recalling the early days of creating legal awareness videos on social media, Major Dang Quoc Hung shared: “I was really surprised at the time, jokingly saying I was ‘stunned for about 5 seconds.’ Initially, we just wanted short videos that could convey legal knowledge in an easily understandable way to the people. When I saw the clips achieving positive results, I realized that this new approach had truly reached the viewers.”

Among the thousands of comments left under the videos, the one that Major Hung remembers most is a very simple remark: "The police now do propaganda like they're making movies." For him, it was not just a compliment but also an acknowledgment from the people of the innovative efforts in disseminating legal information. Later, that very comment was even included by the team in a propaganda product as a way to preserve the people's support and trust in the local police force.

"Major's Price Quote" and the Formula for Million-View Videos

Many people have nicknamed Major Dang Quoc Hung "The Price-Givener Major" after a series of videos "quoting prices" for traffic violations went viral on social media platforms. According to Major Hung, he finds the nickname very amusing and quite interesting.

"Actually, that nickname comes from the fact that in my videos I frequently inform people about the penalties for violating the law. I understand that the information I disseminate has been received naturally, relatable, and easy to remember. This is also a positive sign that the law is getting closer to people's lives," Major Hung said.

Finding this expression concise and easy to remember, the team decided to try it out and were surprised by the strong positive response from viewers. "The goal is to ensure that every product we post is accurate, easy to understand, and has high promotional value," said Hung.

The widespread reach of the videos not only helped legal messages reach a large audience but also brought him much affection from the community. Many people recognized him in real life, proactively discussed legal regulations with him, or offered suggestions for future content. “My family is very happy and proud to see my efforts recognized by everyone. My colleagues in the unit, especially the Party Committee and the Command Board, always care, encourage, and create conditions for me to continue to effectively promote my propaganda work,” Major Hung shared.

However, behind each broadcast video is the dedicated effort of the entire team, from researching legal regulations, selecting topics, developing scripts, editing dialogue, to filming and post-production. “We always adhere to the ‘Three Best’ emulation movement within the police force and our unit, focusing on legal education as a key solution, closely integrating it with professional methods. In the process of creating our educational products, we always aim to bring the law to the general public and especially young people in the most accessible, understandable, and memorable way,” Major Hung stated.

Maintaining standards in the online world .

According to Major Dang Quoc Hung, each propaganda video must meet three criteria: "Realistic - Unique - Accurate". "Realistic" refers to real-life situations that people often encounter; "Unique" refers to a fresh presentation style that aligns with current information access trends; and "Accurate" is the most important requirement, ensuring that all content adheres to legal regulations.

From videos about traffic safety, the content of these awareness campaigns has gradually expanded to many other areas such as preventing online fraud, fire prevention, preventing school crime, and guiding people through administrative procedures. Topics that were once considered dry and uninteresting have now become engaging content on digital platforms.

Many viewers of the videos shared that they remembered a legal regulation or penalty not from a lengthy document spanning dozens of pages, but from a short line of dialogue in the video. For Major Hung, that is the most important measure of the effectiveness of the awareness campaign. "What we aim for is not millions of views, but to help people understand the regulations correctly, raise their awareness of law compliance, and proactively prevent violations," he said.

Not content with simply keeping up with social media trends, he and his colleagues also sought to incorporate traditional cultural values ​​into their propaganda activities. One of their most memorable creations was a Xẩm singing video, produced in response to the "Peaceful Homeland" video clip creation contest launched by the Ministry of Public Security. "We wanted to create a product with its own unique appeal, one that both promotes legal awareness and contributes to spreading the traditional cultural values ​​of the nation. Xẩm singing is a folk art form with a simple, relatable style that easily resonates with people," Major Hung shared.

This idea was conceived shortly after the competition was launched. In the process of searching for a new form of expression, the team received support from artists of the Vietnam National Traditional Theatre. From there, Xam singing was chosen as the main artistic material.

In the online environment, attracting viewers is only the beginning; what is more important is maintaining credibility and ensuring the accuracy of information.

Amidst the ever-changing flow of digital trends, Major Dang Quoc Hung's videos have contributed to bringing the law closer to everyday life. Through simple stories, creative expressions, and the sense of responsibility of a police officer, legal regulations are no longer just dry clauses on paper but are present in everyday situations, contributing to raising awareness of law compliance in the community.
