The government has unanimously decided not to include pork in the list of goods and services subject to price stabilization in the draft Law on Prices (amended).
This information was provided by the Government in a report submitted to the Standing Committee of the National Assembly on June 17, after incorporating feedback from delegates and National Assembly bodies.
During discussions in the National Assembly on May 23rd, many National Assembly deputies argued that including pork and milk for the elderly in the list of state-stabilized goods was inappropriate. Instead, the list of price-stabilized goods should be open-ended, not fixed in the law, and the Ministry of Finance should decide which items will be subject to price stabilization.
Thus, after removing pork and milk for the elderly, the list of goods and services subject to price stabilization in the draft Law on Prices (amended) includes: refined gasoline and diesel; liquefied petroleum gas; milk for children under 6 years old; paddy rice and milled rice; nitrogen fertilizer; DAP fertilizer; NPK fertilizer; animal feed and aquatic feed; vaccines for livestock and poultry; pesticides; and medicines for preventing and treating human diseases, which are included in the list of essential medicines used in medical examination and treatment facilities.
In the report submitted to the National Assembly Standing Committee, the Government also maintained its stance on keeping the price ceiling for air tickets (domestic air passenger transport services).
However, the Standing Committee of the National Assembly and the Finance and Budget Committee – the reviewing body – believe that maintaining the price ceiling and abolishing the price floor for airline tickets is necessary.
The ceiling price for domestic airfares has remained unchanged for the past 8 years. The Ministry of Transport plans to increase this ceiling by an average of 3.75% compared to the current price. For flights over 1,280 km, the ceiling price could reach 4 million VND per one-way trip.
Similarly, textbook pricing will also follow the ceiling price system as outlined in the draft submitted to the National Assembly for consideration.
The government has assigned the Ministry of Finance, the drafting agency, to coordinate with relevant National Assembly bodies to finalize the draft bill for submission to the National Assembly. The National Assembly is expected to vote on and approve this bill on June 19th.
