Golden opportunity for private economy to accelerate

In recent years, the private economy of the whole country in general, in Quang Ninh province in particular, has grown strongly, becoming an important driving force of the economy. Despite achieving positive results, this economic sector has not been able to accelerate due to many barriers in terms of institutions, business environment, mechanisms and policies, causing missed breakthrough opportunities. In that context, Resolution 68-NQ/TW dated May 4, 2025 of the Politburo was issued, demonstrating the strong political determination of the Party and State to promote and create a boost for the development of the private sector.

According to statistics, the private economic sector nationwide currently has more than 940 thousand enterprises and more than 5 million business households in operation, contributing about 50% of GDP, more than 30% of total state budget revenue; is an important force promoting innovation, improving labor productivity, increasing national competitiveness, contributing to hunger eradication, poverty reduction, and stabilizing social life. The private economy is also a large job-creating sector when currently 82% of the workforce is in this economic sector.

In Quang Ninh , the province currently has more than 11,500 enterprises declaring taxes, with a total registered capital of over 400 trillion VND, of which private enterprises account for nearly 98%, contributing over 36% to the province's GRDP.

Many large private enterprises, companies and corporations have risen to hold their positions in key sectors such as transportation, industry, tourism, services, transportation, processing and manufacturing industry, trade, finance, real estate, digital technology, logistics, high-tech agriculture ... Many national and international projects have been invested by corporations and private enterprises such as: Van Don International Airport, Ha Long International Passenger Port, Ao Tien International Port, Tuan Chau Tourist Area, Sun World Amusement and Entertainment Area, Bach Dang Bridge, Ha Long - Van Don - Mong Cai Expressway, Thanh Cong Viet Hung Automobile and Supporting Industry Complex, many high-end cruise ship companies and companies operating in Ha Long Bay, Bai Tu Long Bay and island routes... Many private enterprises have grown strongly, affirmed their brands, and reached the national and regional markets.

Although the private economic sector has developed, it is not commensurate with its potential and capacity, because it still faces barriers such as difficult access to capital and land, lack of modern technology and high-quality human resources; cumbersome administrative procedures; and not yet deeply participating in the global value chain. Along with that, some preferential and support policies for private enterprises are not really effective and difficult to access; business costs are still high...

In that context, Resolution 68-NQ/TW was issued to contribute to promoting the private economic sector to develop commensurately and in the right direction. In particular, the resolution identifies a number of key goals: The private economy develops rapidly, strongly, sustainably, proactively participates in the global production and supply chain; has high competitiveness in the region and internationally; strives to have at least 3 million enterprises operating in the economy by 2045; contributes over 60% of GDP.

Implementing Resolution 68-NQ/TW, together with the whole country, Quang Ninh actively and synchronously deployed solutions to support the private economic sector such as continuing to promote administrative reform, improving the business investment environment, enhancing technology application, supporting innovative startups; encouraging private enterprises to participate in the digital economy, circular economy, green production, etc.

Quang Ninh identifies the private economy as an important role, a pioneering force in implementing the cause of industrialization and modernization, so the province requires relevant departments, branches and units to continue to create the most favorable conditions for private enterprises to access land, including land funds in industrial parks, industrial clusters, land funds from recovering suspended projects, slow-progressing projects; expand access to capital for enterprises through appropriate credit channels, diversify support forms; promote the application of science and technology in production and business; build specific mechanisms and policies, continue administrative reform, train human resources, support private enterprises; encourage business households to transform into enterprises...

For Resolution 68-NQ/TW to truly be a boost to comprehensively develop the private economy and make a breakthrough, it is necessary to have the drastic, close and effective participation of the entire political system, all levels, sectors, local authorities and the efforts to rise up, be self-reliant and self-reliant of enterprises.
