The delegates also suggested that it is necessary to implement solutions for exemption, reduction, extension of taxes and fees, and reduction of loan interest rates to support production and business; maintaining the stable and safe development of the system of credit institutions, the money market, real estate, securities, corporate bonds, handling bad debts, handling weak banks, ensuring the balance of supply and demand, managing appropriate price stability, ensuring the supply and circulation of goods, and balancing electricity, coal, and petroleum.
The delegates suggested that the Government should speed up the formulation, appraisal and approval of master plans, disbursement of capital for the socio-economic recovery and development program, and stop the slow disbursement of public investment capital; overcome the situation of low revenue estimates construction; restructuring the budget in a sustainable way, strengthening revenue management, combating revenue loss and tax evasion to ensure budget balance; urgently propose appropriate solutions and policies for mechanisms when implementing the global minimum tax and carbon tax; continue to improve the business investment environment, reform administrative procedures, enhance the responsibility of the head, tighten discipline, public service discipline, overcome the situation of avoidance of responsibility in a part of the contingent of cadres and civil servants. Continue to improve the legal system to create favorable and smooth conditions for production, business and activities of enterprises and people; thoroughly remove difficulties and obstacles in the mechanism of public non-business units; allocating national target programs in procurement of drugs and medical supplies; automobile registration; promptly respond to the situation of natural disasters, epidemics and diseases; stabilize jobs for employees; timely support for unemployed workers, construction of social housing and policies related to people with meritorious services, safe zones. The delegates suggested that the Government and Bank for Agriculture and Rural Development have solutions to strictly manage, use effectively and preserve the additionally allocated charter capital. To increase lending to agriculture and rural areas, the budget funding schedule must be estimated, comply with the State Budget Law, and impact assessment to ensure the balance of the state budget.

Regarding the continued implementation of the 2% value-added tax reduction policy according to Resolution No. 43/2022/QH15 dated January 11, 01: Many delegates agreed with the continued implementation of the 2% value-added tax reduction policy to remove difficulties, free up resources, and promote socio-economic development in the context of the economy facing many current challenges. Besides, the opinions of the delegates also suggested that it is necessary to carefully re-evaluate the implementation time for the policy to be effective and achieve the set goals; review and consider expanding the scope of objects eligible for value-added tax reduction; research some more policies to support businesses. There were opinions of delegates to propose to extend the policy of reducing value added tax by 2% until the end of 2025 or at least until the end of 2024; at the same time, expeditiously and promptly guide the application for VAT refund, contributing to solving difficulties for people and businesses.
