The investigation determined that Mr. Vuong Tan Viet had used an illegal high school equivalency certificate, and Mr. Vuong Tan Viet admitted to this.
The Ministry of Education and Training has requested relevant higher education institutions to urgently revoke the diplomas issued to Mr. Vuong Tan Viet in accordance with the law, and to review their training procedures to prevent similar cases from occurring in the future.
Previously, regarding the suspicion that Mr. Vuong Tan Viet (Venerable Thich Chan Quang) used a fake high school diploma, the Ministry of Education and Training officially issued a statement on the afternoon of August 13th. According to the Ministry of Education and Training, upon receiving information about Mr. Vuong Tan Viet's diploma, the Ministry requested relevant educational institutions and units to submit reports.
The Ministry of Education and Training is simultaneously conducting a review, inspection, verification, and coordination of verification to clarify information and evidence in a thorough and careful manner, strictly adhering to legal regulations.
The case began to attract attention when, on August 13th, the Ho Chi Minh City Department of Education and Training announced that it had sent a report to the Government Religious Affairs Committee - Ministry of Interior regarding the verification of the high school equivalency diploma of Mr. Vuong Tan Viet (Venerable Thich Chan Quang).
Accordingly, on July 30th, the Department held a meeting with the inspection team from the Government Religious Affairs Committee - Ministry of Interior to verify Mr. Vuong Tan Viet's educational background. The Department coordinated with the inspection team to review all records, including the list of candidates who graduated from supplementary high school and the list of names and scores of all candidates who took the exam on June 6, 1989.
Upon completion of the verification process, the Department confirmed the results of the review of Mr. Vuong Tan Viet's high school graduation exam records, born in 1959, as follows: His name is not on the list of candidates and the list of scores for the 1989 high school supplementary education graduation exam of the Ho Chi Minh City Department of Education and Training; his name is not on the list of recipients of high school supplementary education diplomas for the course held on June 6, 1989, by the Ho Chi Minh City Department of Education and Training.
Mr. Vuong Tan Viet (also known as Thich Chan Quang) did not take the entrance exam and was not awarded a degree; however, in 2001, he graduated with a degree in English from the University of Foreign Languages, now Hanoi University, and in 2019, he graduated with a degree in Law from Hanoi Law University (second degree – studying while working).
In 2021, he successfully defended his doctoral dissertation at Hanoi Law University, and in 2022, he earned a PhD in Constitutional and Administrative Law from the same university. The fact that Mr. Vuong Tan Viet successfully defended his doctoral dissertation at Hanoi Law University in approximately 2 years and 3 months caused a stir in public opinion.
