1. Procedures for changing the paint color of motorcycles and cars.
Clause 1, Article 16 of Circular 24/2023/TT-BCA stipulates the cases for issuing/exchanging vehicle registration certificates as follows:
Article 16. Cases of replacement or re-issuance 1. Cases for replacing vehicle registration certificates and license plates: Modified vehicles; vehicles with changed paint color; vehicles previously registered and issued with white license plates with black letters and numbers changing to yellow license plates with black letters and numbers (vehicles used for commercial transportation) and vice versa; renewal of vehicle registration certificates; changes to owner information (owner's name, personal identification number, address); damaged, faded, or torn vehicle registration certificates; damaged, faded, or broken license plates; or the owner needs to replace the old vehicle registration certificate and license plate with a new one as stipulated in this Circular. ... |

2. Procedures for changing vehicle registration certificates (vehicle registration cards)
2.1. Documents required for changing vehicle registration certificate (vehicle registration card)
The documents required for changing a vehicle registration certificate (vehicle registration card) include:
- Vehicle registration form.
- Vehicle owner's documents as stipulated in Article 10 of Circular 24/2023/TT-BCA.
- Vehicle registration certificate (car registration card).

2.2. Procedure for exchanging vehicle registration certificate (vehicle registration card)
Step 1: The vehicle owner fills out the vehicle registration form.
- The vehicle owner logs into the public service portal and is responsible for fully declaring all the required information in the vehicle registration form, signing digitally or signing with their full name and affixing a seal (if it is an agency or organization).
- After successful declaration, the vehicle owner receives an online vehicle registration application code and an appointment schedule for processing the application via text message or email from the public service portal to complete the vehicle registration procedure; the vehicle owner provides the vehicle registration application code to the vehicle registration authority to complete the registration procedure as prescribed; if the procedure cannot be completed through the public service portal, the vehicle owner must fill out the vehicle registration application form directly at the vehicle registration authority.
Step 2: Submit your application
The vehicle owner must go directly to the vehicle registration office as scheduled in Step 1 and submit the application and pay the fees.
Note: In the case of changing the vehicle's paint color, the vehicle owner must bring the vehicle to the vehicle registration authority for inspection.
Step 3: Processing the application
After verifying that the vehicle's documents are valid, the vehicle registration authority will issue a new vehicle registration certificate in accordance with regulations.

3. What is the fine for changing the car's paint color without permission?
- For motorcycles and scooters
A fine of VND 100,000 to VND 200,000 will be imposed on individuals, and VND 200,000 to VND 400,000 on organizations that own motorcycles, mopeds, and similar vehicles, for arbitrarily changing the vehicle's paint color in a way that does not match the vehicle registration certificate.
- For cars:
A fine of VND 2,000,000 to VND 4,000,000 will be imposed on individuals, and VND 4,000,000 to VND 8,000,000 on organizations that own automobiles, tractors, specialized motorcycles, and similar vehicles, for arbitrarily changing the vehicle's paint color to a color different from that recorded in the vehicle registration certificate.
In addition, owners of motorcycles, mopeds, and cars must restore the paint color recorded in their vehicle registration certificate as required by regulations.
