On the afternoon of May 26th, in Vinh Long, Politburo member and Prime Minister Le Minh Hung chaired a working session with the Standing Committee of the Vinh Long Provincial Party Committee on the socio-economic development situation, public investment disbursement, operation of the two-tiered local government, and key tasks for the coming period.

Attending the working session were Central Committee members: Minister and Head of the Government Office Dang Xuan Phong, Minister of Home Affairs Do Thanh Binh, Minister of Agriculture and Environment Trinh Viet Hung, Minister of Construction Tran Hong Minh, Minister of Health Dao Hong Lan, Minister of Education and Training Hoang Minh Son, Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Vinh Long province Tran Van Lau, along with leaders of central and local ministries and agencies.
During their working visit, Prime Minister Le Minh Hung and his delegation offered incense and flowers at the memorial sites of the late Chairman of the Council of Ministers Pham Hung and the late Prime Minister Vo Van Kiet - two outstanding sons of Vinh Long province.
During the meeting, the Prime Minister and delegates focused on discussing the implementation of the "double-digit" growth target, the disbursement of public investment capital, the implementation of Resolution No. 57-NQ/TW, Party building work, ensuring national defense and security, and resolving difficulties and obstacles faced by localities.

According to the report presented at the meeting, the province's socio-economic situation achieved many positive results in the first months of 2026. Budget revenue as of May 15th reached 47.38% of the assigned target, with domestic revenue reaching 47.24% of the target.
Agriculture, forestry, and fisheries experienced positive growth; the industrial production index increased compared to the same period last year; tourism continued to develop; and the trade surplus reached approximately US$726.22 million. Investment promotion and business support activities were implemented effectively.
By May 21, 2026, the disbursement of public investment capital reached 15.16% of the plan; many key projects were accelerated, including many projects expected to be completed this year.
The province currently has 780 active domestic investment projects with a total registered capital of VND 266,775 billion and 182 active FDI projects with a total registered capital of USD 5,893.32 million.

The operation of the two-tiered government system has been implemented synchronously; administrative reform, improvement of the investment and business environment, and reduction of administrative procedures have yielded many results.
In addition, the province has updated 22 long-standing stalled projects to System 751. Of these, 12 projects have been resolved or have a legal basis for continued implementation; the remaining 10 projects are being reviewed and processed, including 8 projects under local jurisdiction.
In his concluding remarks, Prime Minister Le Minh Hung acknowledged and commended the efforts of the Party Committee, government, and people of Vinh Long province in the past period, especially in the context of the merger and reorganization of administrative boundaries, where the new apparatus has basically operated stably and smoothly.

However, the Prime Minister also pointed out many shortcomings and limitations that need to be addressed soon. The province's economic growth in the first quarter of 2026 only reached 5.3%, much lower than the projected scenario of 9.35% and lower than the national average growth rate of 7.83%.
According to the Prime Minister, budget revenue is not sustainable; the scale, capacity, and competitiveness of businesses are still weak; disbursement of public investment is slow; and attracting investment in high-tech industry, agriculture, and energy is still limited.
Transportation infrastructure does not meet development requirements; there is a shortage of high-quality human resources; the quality of medical examination and treatment in some areas is not high; the poverty rate remains high; and the capacity of officials in some departments, sectors, communes, and wards does not meet the requirements.
"The more difficult the situation, the more effort, determination, and resolve we must have to achieve the set goals," the Prime Minister emphasized.

The head of the government specifically noted that Vinh Long needs to innovate its thinking and actions, be creative in its methods and approaches; proactively propose mechanisms for development that are appropriate to the locality's capacity and authority, instead of a passive, waiting mentality.
According to the Prime Minister, Vinh Long province was recently formed from three former provinces, so it needs even stronger unity of will and action for the common goal of development.
The Prime Minister requested the province to thoroughly understand and decisively implement the resolutions and conclusions of the Central Committee, the Politburo, the Secretariat, the National Assembly, and the Government; and at the same time, to promote the role of the Provincial Party Standing Committee in building growth scenarios, assigning specific targets to each sector and locality with clear responsibilities and outputs.
The province also needs to urgently review the provincial planning that was approved and adjusted in January 2026; complete the adjustment of urban, rural, and sub-area planning to ensure consistency with the Mekong Delta regional planning approved in April 2026.

The Prime Minister noted that, in order to implement specific projects, it is necessary to carefully calculate resources from the central budget, local budgets, and socialized capital; for matters within their authority, localities must proactively make decisions, while for issues beyond their authority, close coordination with ministries and agencies is required for implementation.
Emphasizing that Vinh Long has a population of over 3.3 million people, ranking 9th nationwide, the Prime Minister stated that relying solely on traditional agriculture would make it difficult to achieve rapid and sustainable growth. Therefore, the province needs to accelerate investment attraction in processing and manufacturing industries, high-tech agriculture, services, urbanization, and the development of high-quality human resources.

The Prime Minister also called for a strong shift from a production-oriented agricultural mindset to the development of a high-value, green, and circular agricultural economy; forming a linked chain from production, processing, logistics to consumption. Taking the durian industry as an example, the Prime Minister stated that there are still many bottlenecks related to planting area codes, traceability, quarantine, etc., which significantly affect exports. The Prime Minister instructed the Ministry of Agriculture and Environment to urgently address these issues.
At the same time, the province needs to attract large enterprises to invest in deep processing and post-harvest preservation; and strongly develop transportation and logistics infrastructure based on diversifying investment resources.
The Prime Minister instructed the Ministry of Construction to work with the provinces to study adjustments to the schedule and expedite the implementation of expressways CT33 (Ho Chi Minh City - Tien Giang - Ben Tre - Tra Vinh - Soc Trang), CT36 (Hong Nguy - Tra Vinh), etc.; and requested localities to review and revoke licenses for construction material mines that are operating illegally to ensure the supply of raw materials for key projects.
In addition, the province is required to promote the development of renewable energy; develop ecotourism associated with riverine culture; and diversify unique local tourism products in line with the implementation of Resolution 80 of the Politburo.
Regarding public investment, the Prime Minister requested the province to develop a medium-term public investment plan ensuring investment efficiency; reduce the number of projects by at least 30% compared to the 2021-2025 period; and proactively reallocate capital from projects with slow disbursement to projects with better disbursement potential.
In addition, we will continue to review and resolve long-standing stalled projects; strongly reform administrative procedures; improve the quality of grassroots officials; and effectively implement Resolution 57 of the Politburo.
The Prime Minister also noted that the province needs to pay special attention to education and training, especially higher education and vocational training linked to the needs of businesses; improve the quality of primary healthcare; organize regular health check-ups or free screenings for people at least once a year; take care of social welfare, social housing and national target programs.
"Continue to build a unified, cohesive, honest, democratic, proactive, and efficient administrative system; build a professional, clean, dedicated team of officials who serve the people," the Prime Minister emphasized.
During the meeting, leaders of ministries and sectors also responded to the province's proposals regarding the adjustment of the Power Development Plan VIII to include renewable energy; investment in expressways CT33 and CT36; upgrading national highways; adjusting the National Marine Spatial Planning to develop the Dinh An Economic Zone; developing offshore wind power; and summarizing effective pilot mechanisms for nationwide replication.
