Promote the construction of access roads.

In recent days, the contractor for the project connecting National Highway 14H to Provincial Road 609C (including the Song Thu Bridge connecting Duy Xuyen with Dai Loc) has been busy transporting soil to build the southern approach road to the Song Thu Bridge. The project is being undertaken by a consortium of Thanh An 96 Construction Joint Stock Company, 368 Construction Joint Stock Company, and Quang Dai Viet Construction Joint Stock Company.

Engineer Pham Van Tho - Site Commander of Thanh An 96 Construction Joint Stock Company, shared that the site has already been paved with asphalt concrete for a length of 0.8km; a crushed stone base for a length of 641m; and the weak soil foundation across rice fields for a length of 1.056km in Duy Xuyen district has been treated. In Dai Loc, the contractor has paved 553m of asphalt concrete road surface.

By the end of October 2024, the land lease procedures at the Hoc Tra mine (Duy Tan commune, Duy Xuyen district) were supposed to be completed to secure land for the access road. However, prolonged rain prevented the completion of this step.

The project commenced on the 8th day of the Lunar New Year (Year of the Snake 2025), but due to unfavorable weather conditions, the unit was only able to transport the first truckloads of soil to the construction site on the 14th day of the first lunar month.

According to Mr. Nguyen Van Thuong, Director of the Quang Nam Provincial Project Management Board for Investment and Construction of Transportation Works (the investor), the total land area handed over for construction in the Duy Xuyen section is 3.7/4.1km (90%).

The investor instructed the contractor to increase manpower and machinery and divide the work into multiple teams to accelerate construction right from the beginning of the new year. A technical officer said that the unit had planned to operate in "3 shifts, 4 teams" if the weather was favorable. On February 12, 2025, the contractor began construction and worked until about 10 PM.

Continuing to resolve land-related issues.

In Duy Xuyen district, there is still 0.4km of land that is being held up, concentrated in 3 sections. In Dai Loc district, there are still 160m of land that have not been handed over (including 11 households and 1 organization).

Of the 11 households mentioned above, 6 households have had their residential land confiscated (5 households are required to relocate, and 1 household does not yet have a house). The district will allocate them to the resettlement area in Dai Thang commune, which has already been completed.

To construct the access road to the southern abutment of the Song Thu Bridge in time for technical traffic opening on the occasion of the 50th anniversary of the Liberation of Quang Nam Province (March 24, 1975 - March 24, 2025), the investor requests the Duy Xuyen district government to disseminate information and persuade the households of Thai Van Chin and Thai Van Tai (Duy Tan commune) to agree to hand over their agricultural land in February 2025.

To complete the project, Duy Xuyen and Dai Loc districts are focusing on resolving remaining land-related issues for households (excluding those requiring complete relocation), with handover scheduled for the first quarter of 2025. Households requiring complete relocation and handover will have their land handed over in the second quarter of 2025. Furthermore, Duy Xuyen district needs to pay special attention to expediting the procedures for implementing the Duy Tan residential area, combined with resettlement for residents in the project area.

During an on-site inspection on the afternoon of February 12th, Vice Chairman of the Provincial People's Committee Tran Nam Hung directed Duy Xuyen district to relocate the power lines affecting the land designated for on-site resettlement of Nguyen Phuoc Long's household (Duy Phu commune) before March 15th, 2025.

Commending the spirit of working towards the common goal, the provincial leaders agreed to support Mr. Long's family with rent during the period of land handover, while waiting to build a new house in accordance with regulations; at the same time, they requested the investor to direct support for land leveling according to the family's wishes. Conversely, Mr. Long needs to agree to accept compensation and support and hand over the land before March 15th.

Working with Mr. Thai Van Chin's household (Duy Tan commune), Comrade Tran Nam Hung stated that they will allocate the maximum number of resettlement plots according to regulations; at the same time, he requested the district to consider selling additional plots to the family if there is still land available in the resettlement area. Duy Tan commune will check, and if there is still 5% of the land available, they will develop a plan to allocate it to Mr. Chin's household for cultivation and production.

Provincial leaders also requested that households hand over agricultural land, unaffected by the project, before March 15th to allow for the construction of the access road to the Song Thu bridge; the contractor must also arrange for convenient access to Mr. Chin's house.

Colonel Hoang Duc Truc - Director of Thanh An 96 Construction Joint Stock Company - pledged to closely supervise and support the construction of the road leading to Mr. Chin's house, after the family hands over the agricultural land in advance.

During the inspection, Comrade Tran Nam Hung also met with and inquired about the concerns and aspirations of the Ho Van Minh family (Duy Tan commune), whose house was demolished and who needed to be relocated. The provincial leader analyzed and explained several issues and expressed confidence that the family would agree with the general policy.

Provincial leaders requested Dai Loc and Duy Xuyen districts to expedite the compensation, support, and resettlement procedures for the remaining households, and to hand over the construction site to complete the project in celebration of the 23rd Quang Nam Provincial Party Congress (2025-2030 term).

The project connecting National Highway 14H to Provincial Road 609C has a total investment of over 378 billion VND, funded by the provincial budget. The Song Thu Bridge is 699m long and 9m wide (8m wide for vehicles). To date, the contractor has completed the lower and upper sections and is currently installing the bridge railings on 12 out of 16 spans.
