Promoting the development of smart cities.

The roadmap for developing sustainable smart cities in Vietnam has been under consideration and preparation for a long time, with a significant milestone being Decision No. 950/QD-TTg dated August 1, 2018, issued by the Prime Minister. After 7 years of implementation, many legal documents have incorporated the content of smart city development. To date, as many as 45 standards related to smart city development have been issued.

According to the Ministry of Construction's report on the development of smart cities in the 2018-2025 period, 29 out of 43 localities (before administrative unit reorganization) have completed the deployment of the Provincial-level Integrated Data Sharing Platform (LGSP) and connected to the National Integrated Data Sharing Platform (NGSP). 19 out of 43 localities have built shared databases or provincial-level data centers. The Ministry of Public Security has implemented Project 06 on population data, connecting with 15 ministries, sectors, and localities… The government has been creating mechanisms to allow testing of new technologies and business models not yet regulated by law within a controlled space, time, and risk framework (regulatory sandbox).

A draft decree on smart city development is currently being developed, aiming to unify understanding, establish a legal framework, and clearly define the responsibilities of various stakeholders. The decree will also specify the levels of maturity of smart cities, assigning the Ministry of Construction the task of issuing a set of indicators and guidelines for evaluation criteria. Another important point is the support mechanism after the pilot program: successful products and services will be prioritized in public procurement, creating incentives for businesses to participate in innovation.

However, in practice, many difficulties remain: data is scattered and lacks interconnectedness; human resources are insufficient; implementation is fragmented and largely still in the pilot phase. To overcome these challenges, the "key" to truly smart cities is close coordination between the government and the people. Field reporting services have been implemented in many localities, strengthening the connection between citizens and the government in detecting and addressing urban issues promptly. Mobile applications such as Hue-S, SmartAnGiang, Bien Hoa SmartCity, Phu Quoc - Kien Giang… have allowed citizens to interact with the government and benefit from smart services.

Citizens are the "living sensors" of the city. They provide data, participate in management and monitoring, reflect on the current situation, and offer suggestions for improving services. This two-way interaction helps the government make faster and more accurate decisions, while ensuring that public services are increasingly aligned with real needs, moving towards a truly smart city.
