Accelerate the deployment of social housing funds.
In 2025, the province will implement 5 new social housing projects. According to information from the Provincial People's Committee, the province has approved the Social Housing Development Plan until 2025, with a vision to 2030, aiming to complete 83,100 units throughout the period.
According to the roadmap, by 2026, the province aims to complete 13,315 social housing units, while simultaneously implementing 21 new projects with a total scale of 19,778 units. By 2030, the province strives to complete 15,021 social housing units, while also implementing 15 new projects with a total scale of 35,270 units, contributing to ensuring social security and expanding the housing supply for people in the province.
To date, the province has planned 79 land areas, totaling over 598 hectares, for the development of social housing. Of these, 32 projects have received investment approval with more than 47,100 units expected to be completed in the 2025-2030 period; 11 projects have been completed with 4,358 units; and many other projects are continuing to be implemented.
The Golden City social housing project in Tan Ninh ward covers an area of 3.35 hectares, comprising 7 apartment blocks with 15 floors each (including one basement level) and a modern commercial center. The project is planned comprehensively according to the standards of the Ministry of Construction , aiming to create a model social housing project right in the heart of Tan Ninh ward.
A highlight of the project is its flexible financial support policy: buyers only need to pay 30% of the apartment value, with the remaining amount financed through the Social Policy Bank at an interest rate of 5.4% per year. The developer further supports a 50% reduction in interest rates for the first two years, resulting in monthly installments of only 3-5 million VND.
Mr. Tran Van Tinh (residing in Tan Hoi commune), who bought a house in this project, shared: “The loan interest rate is much lower than commercial loans. We only need to pay 30% upfront, and the rest is financed by the bank with a long-term loan of up to 25 years, so my family confidently bought a house to have a stable place to live.”
Accelerate progress and achieve the target of 1 million social housing units.
At the online conference of the 3rd session of the Central Steering Committee on Housing Policy and Real Estate Market Development held in November 2025, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Nguyen Hong Thanh put forward several recommendations to create conditions for the province to effectively implement social housing projects and better support people in need of housing.
First of all, regarding the Government 's Decision on implementing breakthrough solutions for social housing development in the 2025-2030 period, which assigns the province an additional target of completing 2,000 units in 2026, the province fully agrees and believes this is an opportunity to accelerate the progress towards achieving the overall goal.
However, to ensure alignment with actual capacity, the province has requested the Prime Minister to allow an extension of the deadline for the remaining units, with sales and handover to residents expected to take place in the first quarter or at the latest in the second quarter of 2027. This adjustment will help the province be more proactive in implementation, while ensuring the quality of the project and investment efficiency.
In the coming period, the province will continue to focus on removing bottlenecks related to investment procedures, land, capital disbursement, and technical infrastructure to create favorable conditions for businesses to implement projects.
The province also requested investors to accelerate construction progress, ensure project quality, and strengthen inspection and supervision to promptly resolve any arising difficulties. In addition, preferential credit policies continue to help people, especially workers and low-income earners, access affordable housing.
With the support of the Government, ministries, and agencies, along with the determination of the local political system, the province aims to make a positive contribution to the national program of building 1 million social housing units. The expanding social housing fund not only helps improve the lives of workers but also creates an important impetus for sustainable urban development, attracting investment and promoting socio-economic growth in the coming period.
