Implementing national target programs in Dong Giang: Many obstacles remain.

The implementation of national target programs in Dong Giang district has not met expectations. The district has identified the causes and developed solutions to overcome the limitations and difficulties.

Delayed

As part of the National Target Program for socio -economic development in ethnic minority and mountainous areas, in 2024, Dong Giang district was allocated over 7.5 billion VND to implement the Tu Ngung - A Bung resettlement area in A Rooi commune. This year, the district continues to receive 8 billion VND to implement the project.

According to Mr. Doan Ngoc Binh, Head of the Ethnic and Religious Affairs Department of Dong Giang District, the total investment for this resettlement area is 19.5 billion VND. After completion, the locality will arrange resettlement for approximately 48 households in A Rooi commune. These are households whose houses are located in areas at high risk of landslides.

However, to date, construction on the Tu Ngung - A Bung resettlement area has not yet begun on the ground, even though the construction site has been selected. The reason is that there is no detailed planning for A Rooi commune yet, so a separate 1/500 scale detailed plan must be implemented for the resettlement area. This process takes a lot of time and involves many procedures.

By early April 2025, the 1/500 detailed planning of the resettlement area had been approved. Currently, the district is carrying out the relevant procedures, after which it will hold a bidding process for construction.

The Dong Giang district authorities acknowledge that many new construction projects scheduled to start in 2024 and 2025, such as the public cemeteries in the communes and the Jo Ngay waste treatment area, are facing the same situation as the Tu Ngung - A Bung resettlement area.

Because communes and towns have not yet implemented detailed planning, detailed planning for each project category must be carried out individually. Furthermore, the process of preparing, appraising, and submitting detailed plans for approval is time-consuming, making implementation difficult or hindering the conversion to other project categories, leading to delays in disbursing investment capital.

National vocational training programs allocate significant resources to vocational training; however, the absorption of these funds is limited due to low enrollment rates or a lack of interest in overseas employment.

According to Mr. Duong Van Chung, Acting Head of the Agriculture and Environment Department of Dong Giang district, building new rural areas faces many challenges because the criteria for the 2022-2025 period have higher requirements than the previous period and compared to the conditions of a mountainous district like Dong Giang, which still faces many difficulties.

In particular, the income criterion is difficult to achieve immediately. Eliminating temporary or dilapidated houses also faces obstacles because some households lack the matching funds due to their impoverished circumstances.

Overcoming limitations

According to Mr. Do Huu Tung, Acting Chairman of the Dong Giang District People's Committee, in order to accelerate the implementation and disbursement of capital for national target programs in accordance with the directives of the Provincial People's Committee, the locality will continue to thoroughly understand and raise awareness and responsibility among Party committees and authorities.

Heads of Party committees and governments at the commune and town levels, as well as relevant agencies and units, must bear full responsibility for the progress and effectiveness of work in their assigned areas and fields. The disbursement results of national target programs should be considered an important basis for evaluating the annual performance of organizations and individuals.

The Dong Giang district government requires program owners and investors to strictly adhere to the reporting regime, submitting reports twice a month on the disbursement of public investment funds and program funds, as well as any obstacles encountered and proposed solutions.

Agencies and units should proactively develop monthly disbursement schedules and commit to the District People's Committee regarding the proposed disbursement progress. Personnel should be strengthened for the appraisal and approval of dossiers, contractor selection plans, and project settlements.

According to Mr. Do Huu Tung, in order to absorb and utilize the enormous resources from the programs, Dong Giang district also directs communes and towns to closely coordinate with the Fatherland Front and other associations to promote propaganda work aimed at changing the mindset and awareness of the people.

In particular, communes and towns need to leverage the role of village elders, community leaders, and influential people in the community to mobilize and encourage people to actively participate in national target programs.

The Chairman of the People's Committee of Za Hung commune, Mr. Bnuoch Bip, shared that the locality has a number of households eligible for the demolition of temporary or dilapidated houses, but these are poor, single-parent, or disabled people. Besides the financial support as stipulated, they lack the matching funds to complete the construction of their houses. Meanwhile, the price of construction materials has increased significantly due to long-distance transportation.

Based on the above situation, at the beginning of 2025, the commune mobilized youth union members, members of various associations, militia, and police to help people dismantle houses and clear the land. Sand was transported from the stream to provide materials for three households to build foundations and cast pillars. The commune also mobilized philanthropists to support 5 tons of cement (1 ton/household) to help five households reduce their matching investment costs and contribute to completing their dream homes.

The total capital allocated to national target programs in Dong Giang district for 2025 (including funds carried over from 2022, 2023, and 2024) is over 255.9/264.8 billion VND (reaching 96.63% of the allocated capital plan). Of this, over 175.9/182.3 billion VND (reaching 96.47%) has been allocated from 2024 (including 2022 and 2023) to 2025; and over 80/82.5 billion VND (reaching 96.98%) has been allocated from 2025.
