Implementing national target programs in Dong Giang: Many obstacles remain

The implementation of national target programs in Dong Giang district has not met expectations. The district has identified the causes and has solutions to overcome the limitations and difficulties.

Under the National Target Program (NTPP) for socio -economic development in ethnic minority and mountainous areas, in 2024, Dong Giang district was allocated more than 7.5 billion VND to implement the Tu Ngung - A Bung resettlement area in A Rooi commune. This year, the district continued to be allocated 8 billion VND to implement the project.

According to Mr. Doan Ngoc Binh - Head of the Department of Ethnic and Religious Affairs of Dong Giang district, the total investment for this resettlement area is 19.5 billion VND. After completion, the locality will arrange resettlement for about 48 households of A Rooi commune. These are households whose houses are located in areas with high risk of landslides.

However, up to now, the Tu Ngung - A Bung resettlement area project has not yet started on the ground, although the construction site has been selected. The reason is that there is no detailed planning for A Rooi commune, so it is necessary to carry out a separate 1/500 detailed planning for the resettlement area. This process takes a lot of time and procedures.

By early April 2025, the 1/500 detailed planning of the resettlement area had been approved. Currently, the district is carrying out related procedures, then bidding for construction.

Dong Giang district authorities acknowledged that many new projects starting construction in 2024 and 2025, such as commune cemeteries or Jo Ngay waste treatment areas, are also in the same situation as the Tu Ngung - A Bung resettlement area.

Because communes and towns have not yet implemented detailed planning, it is necessary to implement detailed planning for each project category. On the other hand, the process of establishing, appraising, and submitting for approval of detailed planning takes a long time, making it difficult to implement or convert to another category, leading to slow disbursement of investment capital.

National Target Programs allocate a lot of resources for vocational training, however, capital absorption is limited because few people register for vocational training, or are not interested in exporting labor.

Mr. Duong Van Chung - Acting Head of the Department of Agriculture and Environment of Dong Giang district said that building new rural areas faces many challenges because the criteria for the 2022 - 2025 period have higher requirements than the previous period and compared to the conditions of a mountainous district with many difficulties like Dong Giang.

The income criterion is difficult to achieve immediately. Eliminating temporary and dilapidated houses is also an obstacle because some households do not have the corresponding funds due to their poor family circumstances.

Overcoming limitations

Acting Chairman of Dong Giang District People's Committee - Mr. Do Huu Tung said that to speed up the implementation progress and disbursement of capital plans for national target programs in accordance with the direction of the Provincial People's Committee, the locality will continue to thoroughly grasp and raise awareness and responsibility of Party committees and authorities.

The heads of Party committees and authorities of communes, towns, relevant agencies and units must take full responsibility for the progress and effectiveness of work in the assigned areas and fields. Reviewing the disbursement results of national target programs is an important basis for assessing the level of annual task completion of organizations and individuals.

Dong Giang District Government requires program owners and investors to strictly implement the regime of reporting periodically twice a month on disbursement of public investment capital, program capital as well as difficulties and propose solutions.

Agencies and units proactively develop a monthly disbursement roadmap and commit to the District People's Committee to take responsibility for the proposed disbursement progress. Increase human resources for the work of appraising and approving documents, contractor selection plans, and finalizing projects.

Mr. Do Huu Tung said that in order to absorb and promote the huge resources from the programs, Dong Giang district also directed communes and towns to closely coordinate with the Front and mass organizations to promote propaganda work to change people's thinking and awareness.

In particular, communes and towns need to promote the role of village elders, village chiefs, and prestigious people in the community to mobilize and propagate people to actively respond to the implementation of national target programs.

Chairman of Za Hung Commune People's Committee - Mr. Bnướch Bip shared that the locality has a number of households that are eligible to have their temporary houses or dilapidated houses removed, but they are poor, single, or disabled. Apart from the support money according to regulations, they do not have the corresponding funds to complete the house. Meanwhile, the price of construction materials has increased due to long-distance transportation.

Based on the above reality, in early 2025, the commune mobilized youth union members, members of mass organizations, militia and police to help people dismantle houses and clear the ground. Transporting sand from the stream bank helped 3 households have materials to build foundations and cast pillars. The commune also mobilized benefactors to support 5 tons of cement to help 5 households (1 ton/household) reduce investment counterpart costs, contributing to completing the dream house.

The total capital of the national target programs of Dong Giang district allocated for 2025 (including the capital of 2022, 2023, 2024 transferred to 2025 for implementation) is more than 255.9/more than 264.8 billion VND (reaching 96.63% of the assigned capital plan). Of which, the capital of 2024 (including 2022, 2023) transferred to 2025 has allocated more than 175.9/more than 182.3 billion VND (reaching 96.47%); the capital of 2025 has allocated more than 80/more than 82.5 billion VND (reaching 96.98%).
