DTO - Accelerating the digital transformation process in Party agencies to enhance the effectiveness and efficiency of leadership, guidance, and management, in conjunction with administrative procedure reform and innovation in the Party's leadership and governance methods.
THE NECESSITY OF DIGITAL TRANSFORMATION IN PARTY ORGANIZATIONS
The application of information technology in the operations of Party agencies has been affirmed as a priority for the Politburo and the Secretariat, with implementation directed through various projects and programs in different stages, achieving certain results. However, many limitations and shortcomings remain, failing to effectively meet the leadership, guidance, and management needs of Party committees at all levels, and not yet suitable for the current digital transformation requirements. These include: the Party's wide-area information network being designed according to a hierarchical model, not connecting to communes and wards; and data being scattered and not fully updated, making it difficult to access and utilize information within Party agencies and to facilitate information sharing with state agencies, the Fatherland Front, and other socio-political organizations.
Information security and safety measures still have many limitations: The Party's wide-area information network lacks cryptographic security solutions across the entire system, making it unsuitable for exchanging and using confidential information; most data integration centers of provincial and city Party committees are not fully equipped with protection and monitoring solutions, making them vulnerable to attacks or users who unintentionally or intentionally disregard usage procedures.
To ensure the comprehensive, unified, and direct leadership of the Party over the State and the entire society in the context of the ongoing Fourth Industrial Revolution and the strong national digital transformation, Party agencies need to organize and develop digital data on a centralized digital platform and infrastructure at the central level; digitize data and processes; provide real-time data and modern digital tools; connect and integrate seamlessly from the central to the grassroots level, sharing data between Party agencies and state agencies, the Fatherland Front , and socio-political organizations; effectively support advisory, synthesis, and specialized professional fields, serving leadership, guidance, and management at Party agencies at all levels, improving work quality, and optimizing resources.
REGARDING GUIDING PRINCIPLES
Accelerate the digital transformation process in Party agencies to enhance the effectiveness and efficiency of leadership, guidance, and management, linked with administrative procedure reform and innovation in the Party's leadership and governance methods. Implement a unified and comprehensive digital transformation across all areas of Party work, in Party agencies from the central to the grassroots level, the Vietnam Fatherland Front, and political and social organizations, in accordance with the practical situation of each agency and unit.
Building and perfecting a modern, secure, and synchronized information technology infrastructure in Party agencies; deploying important information systems and databases on digital technology platforms that are effectively connected and share data with related systems of state agencies, the Vietnam Fatherland Front, and political and social organizations; maximizing the utilization of information, data, and technical infrastructure that has been invested in and built in the previous period and is still suitable and meets requirements, as well as national data resources, digital infrastructure, and digital platforms that have been invested in, built, and put into effective operation by the Government, ministries, sectors, and localities, avoiding overlapping, scattered, wasteful, and inefficient investments.
The heads of Party committees at all levels are directly responsible for digital transformation in their respective agencies, organizations, and fields; Party organizations and Party members must take the lead and set an example in digital transformation.
Strengthening the organizational structure and specialized personnel to meet the requirements of digital transformation in Party agencies; training and developing a team of cadres with sufficient skills and knowledge in digital technology, capable of mastering modern information technology tools to improve labor productivity, innovation, and adaptability to the changes of the times.
DIGITAL TRANSFORMATION GOALS
Digital transformation in the operations of Party agencies aims to innovate, create comprehensive, strong, and substantive changes, improve the quality of leadership, direction, and management methods, enhance work style and procedures, and increase efficiency, reduce the time required to handle tasks for officials and employees at all levels, making a significant contribution to administrative reform in Party agencies.
The digital infrastructure and platform will be organized in a comprehensive, synchronized, and modern manner; capacity building and restructuring of technical and organizational infrastructure will be enhanced, and information and data systems will be developed according to a unified architecture, centralized at the central level; digital technology will be applied to innovate business processes; connectivity, integration, and information and data sharing will be strengthened to provide active and effective support for advisory, service, and leadership and management work at Party agencies from the central to the grassroots level, including Party committees and organizations directly under the Central Committee; data will be connected and shared between Party agencies and state agencies, the Vietnam Fatherland Front, and socio-political organizations; the organizational structure and resources for implementing digital transformation in Party agencies will be streamlined to meet task requirements; while ensuring the safety, security, confidentiality, and authentication of information in accordance with the law; and this will be consistent with the National Digital Transformation Program.
INVESTMENT SCALE
Investing in technical infrastructure, information security, information systems, and shared databases for Party agencies from the central to local levels; investing in terminal equipment, specialized software, and document digitization for Party agencies at the central level; applying these technologies to Party agencies from the central to local levels, ensuring interconnectedness, collection, and sharing of information among Party agencies, the Vietnam Fatherland Front, political and social organizations, and state agencies.
STRENGTHEN THE PROJECT'S PUBLIC AWARENESS
To ensure that the Digital Transformation Project in Party agencies is widely disseminated and achieves high consensus throughout the Party and the people, the Propaganda and Mass Mobilization Department of the Dong Thap Provincial Party Committee requests that local Party committees and units pay attention to leading and directing the effective implementation of information and propaganda work.
From 2025 to 2028, focus on disseminating the Party's guidelines on the urgency of digital transformation and the significance of the Digital Transformation Project in Party agencies; affirming that digital transformation is an inevitable trend in the current context to increase the efficiency of professional work; and simultaneously building a digital work culture in Party agencies.
Disseminating information about specific goals for digital transformation in Party agencies; regulations and guidelines for the implementation and use of specialized information systems and application software serving the work of Party agencies; plans and progress of the project; and the advantages, difficulties, and obstacles encountered during the digital transformation process, including the digitization of documents and professional materials, in Party agencies from the central to the grassroots level.
From 2028 onwards, continue to disseminate the Party's guidelines and policies, and the State's laws and regulations on developing information technology infrastructure, building a digital society, building e-government and digital government, and developing the digital economy... Mechanisms and policies to promote digital transformation in all areas of Party building, socio-economic development, national defense, security, and foreign affairs.
Disseminate information about the operational process and current status of digital transformation implementation in Party agencies from the central to local levels, Party agencies in collaboration with state agencies, the Vietnam Fatherland Front, and socio-political organizations; commend good models and innovative approaches, and honor organizations and individuals who have successfully implemented the digital transformation policy within Party agencies. Promote and encourage Party committees, governments, agencies, businesses, and the public to continuously improve their awareness and scientific and technological skills, and to responsibly and resolutely implement the digital transformation process.
