Accelerate progress on 4 key expressway projects in the North.

The Prime Minister issued Official Dispatch No. 197/CĐ-TTg on accelerating the progress of four expressway projects: Tuyen Quang - Ha Giang section through Ha Giang province, Tuyen Quang - Ha Giang section through Tuyen Quang province, Dong Dang - Tra Linh, and Huu Nghi - Chi Lang.

A telegram signed by Deputy Prime Minister Bui Thanh Son, sent to the Ministers of Construction and Finance; and the Chairpersons of the People's Committees of Cao Bang , Tuyen Quang, and Lang Son provinces, states: To ensure the completion and opening of the four expressway projects: Tuyen Quang - Ha Giang (section through Ha Giang province), Tuyen Quang - Ha Giang (section through Tuyen Quang province), Dong Dang - Tra Linh, and Huu Nghi - Chi Lang, according to the set objectives and schedule, the Prime Minister requests:

Regarding land clearance work, localities are urged to promptly direct the resolution of the following outstanding issues:

Tuyen Quang Province: Complete all remaining issues regarding land acquisition, relocation of technical infrastructure, resettlement, etc., and urgently implement land clearance for the additional 8.1 km section, ensuring completion before October 15, 2025.

Lang Son Province: (1) Dong Dang - Tra Linh Project completed the relocation of the remaining 06 households; (2) Huu Nghi - Chi Lang Project completed all outstanding issues regarding land clearance, relocation of technical infrastructure, handover of waste disposal sites, etc. before October 15, 2025.

The Provincial Party Secretary and the Chairman of the Provincial People's Committee bear full responsibility in the event that land clearance work is not completed according to the required schedule.

Regarding construction work, the investors/project management boards, consultants, and contractors, with the highest level of determination and effort, continue to increase manpower and construction equipment; allocate sufficient financial resources; and continuously take advantage of favorable weather conditions at all times to carry out construction without interruption.

The goal is to achieve a monthly output of approximately 18% for the Tuyen Quang - Ha Giang expressway section through the former Tuyen Quang province and approximately 10% for the section through Ha Giang province (now Tuyen Quang province). The aim is to complete the roadbed before October 20, 2025, open the bridge sections to traffic in October 2025, and complete the foundation and road surface before October 15, 2025.

For the Dong Dang - Tra Linh and Huu Nghi - Chi Lang projects, the goal is to achieve a production rate of 11% per month, complete the roadbed in October 2025, complete the bridges and tunnels in November 2025, and complete the road surface base and open the route before December 19, 2025.

The investor/project management board regularly monitors and supervises the construction progress of contractors on the site; reviews and assesses the mobilization of manpower, equipment, and construction output of each contractor on a daily and weekly basis; compares it with the plan; and immediately implements procedures to penalize violations of the progress schedule, reallocate work volume, or add subcontractors or replace contractors who fail to meet the required progress schedule.

Regarding quality management, the People's Committees of the provinces shall direct relevant units to fully implement the quality management of construction projects in accordance with the regulations of Decree No. 06/2021/ND-CP dated January 26, 2021, and the directives and instructions of the Prime Minister and the Ministry of Construction; regularly review and inspect the quality management system of the investor, supervision consultant, contractor, and inspection consultant (if any) in accordance with the contract and construction law; focus on the quality management of construction work, "not sacrificing quality for the sake of progress," paying particular attention to the quality of construction of complex projects such as large bridges, tunnels, deep excavation and embankment areas, and sections of the route passing through areas with potential karst cave risks, to ensure stable and long-term operational quality.

The People's Committees of the provinces are responsible for managing the quality of construction projects according to regulations; regularly organizing inspections to ensure compliance with regulations and technical standards according to the approved list of standards, as well as construction supervision and quality management by the investor; organizing quality inspections of the project when there are doubts about the quality or when requested by competent state management agencies; and providing feedback to the investor to request the contractor to rectify or suspend construction when it is deemed that the progress and quality of work are not meeting the requirements.

Regarding traffic safety, labor safety, and environmental sanitation, agencies and units strictly implement the directives of the Prime Minister and the Ministry of Construction to further strengthen the inspection and supervision of entities implementing measures to ensure traffic safety, labor safety, and environmental sanitation at projects; at the same time, continue to review and proactively implement disaster prevention and response measures to the risk of heavy rain, landslides, and flash floods during the construction of projects, especially in construction items in areas prone to landslides, ensuring the safety of people's lives and minimizing damage to people's and state property.

Regarding the adjustment of phase 1 projects and the implementation of phase 2 projects:

Tuyen Quang - Ha Giang Project: The People's Committee of Tuyen Quang province has directed relevant units to urgently complete the procedures for adjusting the design of phase 1 to implement the adjusted and supplementary construction items on-site; for the 64.5 km section through the old Tuyen Quang area, which is being invested in with a scale of 2 lanes, the People's Committee of Tuyen Quang province continues to coordinate with the Ministry of Finance to secure additional funding for the project, as a basis for implementation.

Friendship - Chi Lang Project: The People's Committee of Lang Son province is urgently completing the procedures for approving the adjustment of Project 1 to implement the next steps.

The Ministry of Finance continues to coordinate with relevant agencies to review the capital proposals of Lang Son and Tuyen Quang provinces, and will promptly report to the competent authorities for consideration and decision.

The People's Committees of the provinces continue to direct agencies and units to implement the investment in rest stops, ITS traffic monitoring systems, ETC toll collection, and vehicle weight control according to the guidance of the Ministry of Construction, ensuring synchronous completion when the projects are put into operation.
