On the afternoon of November 12th, the Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, held a working meeting with the Ho Chi Minh City Tax Department.
At the meeting, Mr. Doan Minh Dung, Head of the Ho Chi Minh City Tax Department, reported on the achievements made in the recent past and also outlined several tasks and proposed solutions to strive for the highest possible increase in budget revenue in 2025.
In the context of facing numerous difficulties and challenges, especially since the implementation of the two-tiered local government model, Ho Chi Minh City Tax Department has proactively reviewed and streamlined its organizational structure according to the principle of "clear person, clear job, clear responsibility".
Thanks to this, the organizational structure is stable and operates smoothly, enabling the city to successfully complete its tasks, with total budget revenue in the first 10 months of the year reaching 510,183 billion VND, achieving nearly 102% of the government's assigned target, an increase of nearly 20% compared to the same period last year.
To strive for the highest possible revenue collection target in 2025, Ho Chi Minh City Tax Department will focus on strengthening tax debt management and enforcement; and intensifying inspection and auditing, especially in high-risk areas such as e-commerce, real estate, and tax refunds.
At the same time, the Ho Chi Minh City Tax Department proposed that the Ho Chi Minh City People's Committee direct departments, agencies, and the governments of wards, communes, and special zones to effectively coordinate with the tax authorities in implementing plans to combat budget revenue losses deployed by the tax sector. This includes focusing on implementing the "60-day intensive plan to convert the business model from lump-sum tax to declaration-based tax for household businesses".
Regarding land use fee collection, the Ho Chi Minh City Tax Department proposes close guidance and supervision from the Ho Chi Minh City People's Committee to relevant units in processing applications and organizing auctions for projects in the area. This is especially important for revenue from auctions in the Thu Thiem urban area, the Eco Smart City project by Lotte Group, and the project in Thu Thuan ward by Phat Dat Group, among others.
Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, assessed the tax sector's achievements in the first 10 months of the year as a tremendous effort. However, the central government has just assigned a target of increasing revenue by 25%. This requires the city's tax sector to make even greater efforts and strive harder to meet the assigned target.
Chairman of the Ho Chi Minh City People's Committee, Nguyen Van Duoc, requested the Ho Chi Minh City Tax Department to instruct tax officials to perform their duties with a spirit of service, ensuring that tax collection also earns the trust of the people and encourages taxpayers to voluntarily fulfill their obligations.
With the "60-day intensive plan to transition from lump-sum tax to declaration-based tax for household businesses," the tax authorities need to promote and support household businesses in equipping themselves with cash registers and invoice printers, demonstrating a civilized approach and ensuring tax fairness to avoid missing any revenue sources.
"Regarding revenue from real estate, relevant departments need to coordinate with tax authorities to expedite the completion of project dossiers in order to generate revenue for the state budget," Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc noted.
