Over the past few days, Comrade Nguyen Thi Van and many Party members in the Party cell of Group 17, Phan Dinh Phung Ward, have followed the proceedings from the opening to the closing, and are delighted to see that the 14th National Congress of the Party was a resounding success, from personnel matters to decisions on many important revolutionary issues of the Party, the nation, and the people.

One of the key points that Party members of Branch 17, Phan Dinh Phung Ward, particularly appreciate is the ideology of "the people are the foundation," as affirmed in General Secretary To Lam 's report on the documents presented to the Congress and in many presentations at the Congress.

Comrade Nguyen Thi Van shared that she and the Party members of the branch were deeply moved when General Secretary To Lam posed questions to the delegates attending the Congress and the cadres and Party members in the political system about each of their actions: What benefit does this bring to the people? Does it make the people trust us more? Does it make the people's lives better? Does it make the country richer and stronger? This reflects the idea that "the people are the foundation" - the highest measure of all policy decisions.

Comrade Vân stated that this is a new level of affirmation, directly linking the ideology of putting the people first with the requirement to innovate the methods of national leadership and governance, and to organize the implementation of policies in the context of the country entering a new era. It demonstrates the Party's inseparable bond with the people, relying on the people to build the Party, and acting for the people, formulating policies and actions based on the people.

The Party demands that cadres and Party members dedicate themselves to serving the people, daring to think, daring to act, knowing how to act, seeing things through to the end, and achieving results in their assigned tasks, all directed towards the people. Because if it is not for the benefit of the people, the Party will lose its role as the ruling party. The people are not only the beneficiaries of policies and improvements in their material and spiritual lives, but also the center, goal, driving force, and resource of development, construction, and national defense. The armed forces also originate from the people and serve the people.

Practical actions for the people

In the context of provincial mergers, the establishment of a two-tiered local government structure, the demand for double-digit growth, and the concretization of the "People are the foundation" ideology, Thai Nguyen province is resolutely leading and directing the political system, especially the grassroots government, to operate efficiently, effectively, and with integrity among its officials, serving the people. At numerous forums and conferences, Thai Nguyen provincial leaders have repeatedly stated: Officials who are incompetent, ineffective, indifferent to the people, or lacking in responsibility will be disciplined and replaced.

Implementing the "People are the foundation" ideology, the Thai Nguyen Provincial Party Committee has issued 20 projects in various fields, from building inter-regional and inter-provincial infrastructure, developing industry, science and technology, and human resources... to developing education, healthcare for the people, and sustainable poverty reduction. Directly or indirectly, all projects are geared towards putting the people at the center, aiming for the goal of having people with high average incomes before 2030.

For example, when provinces are merged, there are disparities in living conditions, income, and infrastructure between regions, especially in the northern part of the province. The Thai Nguyen Provincial Party Committee issued the "Development of Infrastructure in Difficult and Extremely Difficult Communes in the Period 2026-2030" project, followed by a plan for its implementation.

The plan of the Thai Nguyen Provincial Party Committee identifies that in 2026, priority will be given to essential projects in disadvantaged and extremely disadvantaged communes to directly impact the lives and production of the people. These include paving or concreting 90% of commune roads; implementing investment projects to build 7 irrigation reservoirs; repairing approximately 50 irrigation works; and upgrading and reinforcing about 20km of canals and ditches.

Investing in the construction, upgrading, renovation, and repair of centralized domestic water supply systems in communes to ensure water supply for approximately 17,000 households; investing in 49.5km of medium-voltage lines, 84.6km of low-voltage lines, and 16 transformer substations; constructing 173 new classrooms...

When implementing projects, Thai Nguyen province allocates sufficient resources and issues specific implementation plans. This vividly demonstrates the principle of matching words with actions, acting decisively to achieve results that everyone can feel.

However, addressing the issue of implementing policies and guidelines remains a weak point; high targets are set, but implementation is slow or yields low results. Comrade Nguyen Thi Van and the people hope that: In this historic transformation of the country, every cadre and Party member in the political system will truly internalize the ideology of "the people are the foundation," speak less and do more, see things through to the end, and act decisively so that every year, every month, every day after the 14th Party Congress, there will be concrete results and substantive changes, as emphasized and required by General Secretary To Lam.

This is not just a requirement, but the most reliable guarantee in practice that the ideology of "the people are the foundation" will not only be affirmed in documents but will truly become the basis for all decisions and actions for the rapid and sustainable development of the country in the new era.
