Resources to support farmers in their development

Thanks to preferential loans provided by the Social Policy Bank at the right time and meeting the right needs, hundreds of farming families in many highland villages of Dien Bien province have escaped poverty in recent times; making an important contribution to creating momentum for the locality to successfully achieve its set goals.

Taking us on a tour of the newly renovated highland villages in Tuan Giao commune, Comrade Quang Van Cuong, Chairman of the People's Committee of the commune, said: Regarding transportation infrastructure, the roads connecting the villages within the commune and connecting to other communes in Tuan Giao are much more synchronized and convenient than in other communes in the region. This result is largely due to policy bank loans supporting people in investing in expanding production and business, and then the people themselves have joined hands and contributed their efforts alongside the local government to improve the roads leading to the villages.

Visiting the family of Ms. Quàng Thị Minh in Bản Cọ village, Tuần Giáo commune, we clearly felt the changes in the lives of the people. Previously, Ms. Minh's family was classified as a poor household, with their main source of income relying on small-scale livestock farming, due to lack of capital and low efficiency. In 2024, Ms. Minh's family received a 50 million VND loan from the Social Policy Bank under the job creation program to invest in more livestock, renovate the barns, and allocate a portion to goat farming. In addition to the loan, Ms. Minh's family received support from the local authorities to participate in vocational training courses on animal care and improving the farming space to a household scale. With her diligence, hard work, and eagerness to learn, Ms. Minh has successfully implemented a herd goat farming model, bringing a stable income to her family.

Ms. Quàng Thị Minh said: "For other families, 50 million VND is not a lot of capital, but for my family, it was the motivation to achieve what we have today. With the loan, I bought 5 goats (4 breeding goats and 1 male goat) to raise. To date, my family's goat herd numbers about 300. After deducting breeding costs, I have an income of nearly 200 million VND per year. My family has become more independent and has the means to contribute to the local community in improving the road to the village for safer and more convenient travel..."

Also a typical example of a farmer effectively utilizing loans from the Social Policy Bank, the family of Mr. Quang Van Viet in Na Sang village, Na Sang commune, has risen out of poverty and become a shining example for local farmers. In 2022, after borrowing 150 million VND from the bank, his family invested in raising buffaloes, then used the money from selling the buffaloes to invest in pineapple cultivation combined with livestock farming. After more than two years of implementation, his family's buffalo farming and pineapple cultivation model has yielded clear results. "On average, my family earns more than 100 million VND per year from selling pineapples; the herd of more than a dozen buffaloes is developing steadily. Thanks to the loan, the family has the conditions to invest in expanding production and livestock farming; the family's economy has improved significantly," Mr. Quang Van Viet further shared...

Highly appreciating the effective use of policy credit by farmers, Comrade Tran Hong Quan, Chairman of the People's Committee of Na Sang commune, said: Policy credit has made a significant contribution to creating "momentum" for people to switch crops and livestock according to the policies of the province and the commune. It is easy to see that previously, agricultural production in Na Sang mainly relied on corn, cassava, and peanuts, cultivated using traditional methods with low efficiency. However, in recent years, people have switched to growing pineapples, high-value fruit trees, and raising livestock in herds, bringing about positive results.

According to the objectives of the Resolution of the First Party Congress of Na Sang Commune (2025-2030 term), by 2030, Na Sang strives to convert 500 hectares of barren hillside land into new coffee plantations, 200 hectares of macadamia trees, and 500 hectares of pineapple plantations; maintain and develop certified OCOP products; and obtain 1-2 new OCOP 3-star certifications per year. To achieve this goal, the leaders of Na Sang Commune have determined that, in addition to support funds from programs and projects, credit from policy banks plays a very important role, directly supporting farmers and enabling them to work with the government to achieve socio-economic development goals.

Mr. Tran Ngoc Nam, Deputy Director of the Social Policy Bank branch in Dien Bien province, said: Policy credit has been implemented in 100% of villages and hamlets in the province. During the 2021-2025 period, policy credit capital has supported more than 118,000 poor households and policy beneficiaries in borrowing capital for effective economic development, thereby contributing to reducing the average poverty rate in the province by 3-4% each year. Policy credit capital has created jobs for nearly 19,000 workers; built 2,850 houses for poor households and helped more than 30,000 families access clean and hygienic water.

Currently, the Social Policy Bank of Dien Bien province is implementing nearly 20 preferential credit programs through entrusted lending via socio-political organizations, facilitating convenient and effective access to loans for the people.
