This morning, March 29th, in Hanoi , Prime Minister Pham Minh Chinh, Head of the State Steering Committee for National Key Projects and Projects in the Transport Sector (hereinafter referred to as the Steering Committee), chaired the 10th online meeting of the Steering Committee. Deputy Prime Minister Tran Hong Ha attended the meeting. Vo Van Hung, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee; and Le Duc Tien, Vice Chairman of the Provincial People's Committee, attended the meeting at the Quang Tri provincial branch.

Implement projects on schedule with the motto "only talk about doing, never talk about going back."

In his directive speech at the conference, Prime Minister Pham Minh Chinh emphasized that currently, the country has 34 major projects and 86 key national projects in the transportation sector across 46 provinces and centrally-administered cities.

These include 5 railway projects, 2 airport projects, and the rest are road projects, mainly expressways and ring roads around the Hanoi metropolitan area and Ho Chi Minh City; therefore, the task of the Steering Committee is enormous.

The Prime Minister requested that ministries, sectors, and localities promptly report on the implementation results; existing shortcomings, limitations, difficulties, and obstacles; and propose solutions to promote the timely implementation of projects in the coming period, in the spirit of "only discussing action, not delaying."

At the conference, leaders of the Ministry of Transport reported specifically on the progress of implementing projects; investment procedures; and the granting and exploitation of common material mines serving the projects according to the mechanisms and policies that have been issued.

The report stated that, regarding land clearance, most localities have been very active and decisive in implementation and have basically met the construction schedule. However, the construction of resettlement areas and the relocation of high-voltage power lines are progressing slower than required.

Regarding conventional construction materials, for the North-South Expressway Eastern section project (2021-2025) with component projects from Ha Tinh to Khanh Hoa, contractors have only exploited 14 out of 17 sand mines, meeting approximately 91% of the demand, and 43 out of 55 soil mines, meeting approximately 77% of the demand. The remaining mines, although approved for extraction volume, have not yet been exploited because contractors are coordinating with local authorities to complete procedures for land use rights transfer, land lease, and forest land use conversion.

For the Can Tho - Ca Mau section of the project, the provinces of An Giang, Dong Thap, and Vinh Long have secured a sand supply of 16.02 million , while the source for the remaining 2.98 million is yet to be determined.

Leaders of the Ministry of Transport also proposed and recommended several solutions to accelerate the progress of resolving procedures in investment preparation; overcome difficulties and obstacles, and take advantage of favorable weather conditions to promote the construction of key projects such as: Huu Nghi - Chi Lang; Dien Chau - Bai Vot; Cam Lam - Vinh Hao; 5 East-West expressway and ring road projects; Nhon - Hanoi Station urban railway project; and Long Thanh International Airport project.

Speaking at the conference, Chairman of the Provincial People's Committee Vo Van Hung reported in detail on the progress of the Van Ninh - Cam Lo expressway project section through Quang Tri province; clearly outlining the difficulties and obstacles in land clearance and resettlement, and the relocation of affected households.

Accordingly, the total number of affected households requiring resettlement is 351, of which 155 households are relocated along the main expressway route, while the remaining 196 households are located within the service roads, road corridors, and interchanges, thus having minimal impact on construction progress. Currently, Quang Tri province has relocated 67 out of 155 households (within the main expressway route), and local authorities are continuing to persuade and convince the remaining 88 households.

Regarding the identification of sand, stone, and earth quarries for the project, the province has been providing maximum support to businesses and investors to resolve obstacles, issuing specific mechanisms, and simultaneously reviewing and increasing the capacity of licensed and operating stone, sand, and earth quarries in the area to meet the needs and construction schedule.

Chairman of the Provincial People's Committee Vo Van Hung requested the Government and central ministries and agencies to continue paying attention to, supporting, and creating favorable conditions for the province through mechanisms, policies, and resources so that the locality can promptly resolve and overcome difficulties and obstacles in the process of implementing the project.

Chairman of the Provincial People's Committee Vo Van Hung pledged to strive to basically complete the land clearance and relocation of affected households to hand over a clean site for the 32.53 km Van Ninh - Cam Lo expressway in April 2024.

Concluding the conference, Prime Minister Pham Minh Chinh commended the ministries, sectors, and localities for their proactive and coordinated efforts in implementing assigned tasks over the past period, while also emphasizing the enormous workload that needs to be addressed in 2024.

The Prime Minister requested that ministries, sectors, and localities continue to enhance their spirit and responsibility, be more proactive and decisive, and focus on resolving difficulties and obstacles to effectively implement important national projects and key projects in the transport sector.

Timely handling of issues related to land clearance, materials, logistics, and technical infrastructure; ensuring better environmental protection, social welfare, and the well-being of affected people.

Specifically, the directive assigns localities the task of definitively resolving land clearance issues for the North-South Expressway Project (2021-2025) before April 30, 2024; for the three East-West expressway projects and two ring road projects in the second quarter of 2024; and coordinating with investors to determine the priority level for handing over land for critical sections of the route. Simultaneously, it emphasizes accelerating the construction of resettlement areas to ensure stable living conditions for residents.
