
Along Le Lai Street, in the Dong Son ward, there are many uncovered manholes. This is one of the main streets of Thanh Hoa City, so the density of vehicles and people is very high every day. These uncovered manholes inadvertently become potential traps, posing a danger to people at any time.
Mr. Nguyen Viet Quy, a resident of Dong Son ward, said: "The situation of manholes without covers or missing covers has been going on for many years, but no agency has taken action to fix it. Especially along this road, there are many schools, so parents are very worried about their children when they go to school or when school ends. At neighborhood meetings and voter consultations, we have repeatedly petitioned the city's authorities to take measures to resolve the issue, but so far there has been no response," Mr. Quy said angrily.
It is known that the situation of manholes and drainage pipes without covers is not only present on Le Lai Street but is also a reality in some residential planning areas in Thanh Hoa City.
At plot 6275 in Nam Ngan ward, despite residents having lived there for 5 or 6 years, dozens of manholes and drainage pipes remain unfinished by the developer. Right on the main road of the plot, dozens of large manholes without covers obstruct the traffic. To warn of danger and prevent accidents, some residents have proactively covered the manholes with branches and wooden planks. However, at night, during heavy rain and strong winds, visibility is limited, and children playing nearby can easily fall into the holes, posing a serious threat to their lives. In the Nui Long urban area of Thanh Hoa City, there are also dozens of uncovered manholes scattered in the middle of the road or along the roadside…
Mr. Le Duy Phu, a resident of Nguyen Phuc Khe Street (area 6275), Nam Ngan Ward, said that to warn people, residents have used branches, bushes, and cardboard to alert traffic. “Families in the neighborhood are very upset and worried about the existence of these deep holes. We have repeatedly petitioned the neighborhood committee, the Dong Son Ward People's Committee, and the press, but the investor and local authorities have yet to resolve the issue. To reduce the risk of accidents, some households have bought materials themselves and filled some manholes near their homes. However, this is only a temporary solution because there are still many manholes and drainage pits far from residential areas but with high traffic.”
Speaking with a reporter from Dai Doan Ket Newspaper, Mr. Le Manh Hung, Team Leader of the Urban Regulations Inspection Team of Thanh Hoa City, said: “In reality, when first constructed, all manholes along the roads and in residential areas had sturdy covers, mainly made of cast alloy plates or concrete. However, after being put into use, these covers are damaged or stolen, turning the manholes into traps on the roads. In the near future, we will coordinate with the Urban Management Department and the People's Committee of Thanh Hoa City to review the lack of manhole covers throughout the city and develop specific plans to promptly address the aforementioned shortcomings.”
