Signing of BOT contracts to select investors for expressways in December.

The document, signed by the Director of the Project Management Board for Investment and Construction of Transportation Works, requests the Hanoi People's Committee to direct relevant units to expedite land clearance and relocation of underground and aboveground structures. In particular, localities need to hand over land at locations requiring weak soil treatment as early as August 2024.

Accordingly, Component Project 1.1: Compensation, support, and resettlement (including the expressway system, parallel roads (urban roads), technical infrastructure, and national railway reserve corridor) within the territory of Hanoi City has a total investment of approximately VND 13,362 billion.

In the last four months of 2024, the units will basically complete the items, finish the power outage and connection work at the remaining points.

At Component Project 2.1, which involves the construction of a parallel road (urban road) within Hanoi city limits, the contractor is focusing on accelerating construction work, stockpiling sand, soil, and crushed stone aggregate at the construction site, and applying load testing to areas that meet the necessary conditions. To date, the project's construction output has reached 1,261/4,205 billion VND (30%).

In the last four months of the year, the Board will prioritize the handling of weak soil conditions, striving to complete the embankment loading at locations where the land has been handed over before August 30th; directing contractors to carry out K98 earth embankment and crushed stone base course construction, and expedite bridge construction.

The parallel road through Hoai Duc district is being actively constructed by the contractor to accelerate progress.

Regarding Component Project 3 on the investment and construction of the expressway system under the public-private partnership (PPP) method, the Project Management Board is currently coordinating with relevant agencies to finalize the bidding documents for selecting investors, with the bidding documents expected to be issued in August 2024.

If qualified investors participate in the bidding process, the technical evaluation, commercial and financial evaluation, appraisal, and approval of the investor selection results will be completed by October 2024; the investor will establish the project company in November 2024, and negotiations for the BOT contract will be held in December 2024.

Expedite land clearance and relocate technical infrastructure facilities as soon as possible.

The contractor is currently laying crushed stone base on the Ring Road 4 - Capital Region construction site.

To ensure the progress of the national key transport project, Ring Road 4 - Hanoi Capital Region, in Component Project 1.1, the Project Management Board requests the Hanoi People's Committee to direct the People's Committees of Ha Dong District, Hoai Duc District, and Thuong Tin District to urgently complete the additional land acquisition for the remaining 21/36 high-voltage power pole foundations before August 30, 2024.

The People's Committees of the districts and counties will carry out the relocation of underground and aboveground technical infrastructure works, completing the task in the fourth quarter of 2024.

The National Power System Dispatch Center and the Northern Power System Dispatch Center are supporting the registration of power outage plans for connecting 110kV, 220kV, and 500kV power lines according to the registered schedule to ensure the relocation work is completed in the first quarter of 2025.

In Component Project 2.1, the districts of Ha Dong and Thanh Oai need to hand over the land for areas requiring weak soil treatment before August 30, 2024, to ensure the completion of the parallel road in the fourth quarter of 2025.

Five districts, including Ha Dong, Me Linh, Dan Phuong, Hoai Duc, and Thanh Oai, will complete land clearance before September 30, 2024; and complete the relocation of underground and aboveground technical infrastructure before October 31, 2024.

In Component Project 3, the Project Management Board also requested the Department of Planning and Investment to study assigning the lead agency of the projects to review, harmonize, balance, and agree on adjustments to increase or decrease the total investment amount between the component projects (without exceeding the total investment amount of the entire project) as stipulated in Resolution No. 140 of the National Assembly on the implementation of Resolution No. 43, and to advise the City People's Committee to report to the Government as a basis for implementation…
