After learning about the integration of land use right certificates (red books) into the VNeID application from the media, Ms. Le Thi Ha Tuyen (Dong Thuan ward) quickly researched and is currently implementing the integration process. Ms. Tuyen said that with the very effective integration, she can now easily look up all the information about her family's land plot by simply opening the VNeID application on her smartphone. Later, when carrying out related administrative procedures, she no longer needs to carry paper copies or photocopies of documents as before.
"It's very convenient, saves time and money, and most importantly, you don't have to worry about the risk of losing documents or forgetting things when doing administrative procedures," Ms. Ha Tuyen enthusiastically shared.
According to Decision No. 441/QD-BNNMT dated February 2, 2026, of the Ministry of Agriculture and Environment on the announcement and guidance on connecting, exploiting, and using data on land use right certificates and property ownership certificates attached to land to replace paper documents in administrative procedures, the data on land use right certificates and other types of certificates that have been digitized and stored in the national land database are eligible for exploitation and use to replace paper documents in the process of resolving administrative procedures.
This is considered a significant step in the national digital transformation roadmap, contributing to simplifying administrative procedures, saving time and costs for citizens, and improving the efficiency of state management in the land sector.

Mr. Tran Phuc Thong, Deputy Director of the Land Registration Office, Department of Agriculture and Environment, said that previously, in implementing Plan No. 515/KH-BCA-BNN&MT dated August 31, 2025, on the implementation of the campaign to enrich and clean up the national land database, the Land Management Department, in coordination with the Digital Transformation Department of the Ministry of Agriculture and Environment and the Department of Administrative Management of Social Order (C06), Ministry of Public Security , developed a utility on the VNeID application to allow land users and owners of land-attached assets to provide information on various types of certificates of land use rights and ownership rights of land-attached assets.
To ensure the continued enrichment and cleaning of the national land database, the Land Registration Office has issued guidelines for collecting information on issued land certificates via the VNelD application, in parallel with collecting information on land and housing certificates currently being processed at the local level.
The Office requests that communes, wards, special zones, and regional land registration office branches implement guidance and dissemination to the people, and organize guidance for land users and owners of land-related assets to provide information on issued certificates through the VNelD application according to the guidance document on collecting certificates via the VNelD application in document No. 2841/QLĐĐ-TKKKTTĐĐ, dated November 11, 2025, of the Department of Land Management.
Accordingly, the Ministry of Agriculture and Environment, in coordination with the Ministry of Public Security, implemented a 90-day campaign to enrich and clean up the national land database. Following the campaign, over 69.7 million land parcels nationwide were assigned unique identification codes. Quang Tri province ranked second nationwide in the campaign's implementation. The successful outcome of the campaign enabled the Ministry of Public Security to upgrade the VNeID application, allowing citizens to update and submit information on land use rights certificates, house ownership certificates, and other assets attached to the land.
With the integration of land ownership certificates into the VNeID application, citizens find it much more convenient to carry out related administrative procedures. At the same time, this is also an important step in the digital transformation of the land sector and ensures the construction of a synchronized, transparent, and modern land database.
