As someone deeply committed to the culture of Thang Long - Hanoi, Dr. Nguyen Viet Chuc, former Deputy Chairman of the Committee on Culture, Education , Youth, and Children of the National Assembly (now the Committee on Culture and Education), believes this is an opportunity for Hanoi to elevate the cultural level of the capital city in the new era.

New thinking, new vision.
- Dr. Nguyen Viet Chuc, could you please share your thoughts on the significance of Resolution No. 80-NQ/TW in the current special period of the country?

- This resolution follows previous resolutions on culture, but it holds a particularly important position and significance.
Firstly, on the eve of the 14th National Party Congress, amidst a multitude of important tasks, the Politburo still discussed and decided to issue Resolution No. 80-NQ/TW on culture. This affirms the particularly important position of culture in the new stage of development.
Secondly, the Resolution stems from the country's overall socio -economic development strategy in the era of national progress.
Thirdly, the content of the Resolution fully, profoundly, and creatively inherits the spirit set forth by the Party, the State, and President Ho Chi Minh: "Culture illuminates the path for the nation to follow," culture is the spiritual foundation of society. Culture is both a driving force and a goal for promoting socio-economic development. A cultural spirit permeates all aspects of social life.
- In relation to resolutions issued recently, what significance do you think Resolution No. 80-NQ/TW and Resolution No. 02-NQ/TW have for the sustainable development of the country in the coming period?
What I appreciate most about Resolution No. 80-NQ/TW is its spirit that permeates every aspect of social life. The more I read it, the more I see that the Resolution aims to enhance the role of culture in all fields, from politics and economics to education and science...
This profound influence is further demonstrated by the fact that Resolution No. 80-NQ/TW does not exist in isolation but is linked to other strategic resolutions issued by the Politburo in recent times, focusing on key areas such as science and technology, foreign affairs, private economy, energy, education, and health... These are the pillars that will lead the country into a new era, creating a dialectical linkage and mutual support.
- Resolution No. 02-NQ/TW further affirmed the special role of the capital city, orienting Hanoi towards comprehensive development, cultural heritage, civilization, and modernity, becoming a driving force for the entire country in the new era. He once said that for the Resolution to be implemented effectively, Hanoi must play a pioneering role. Perhaps that is why, when mentioning culture, people immediately think of the role of the capital city, Hanoi?
- As a citizen of Hanoi, I am very pleased that the Politburo has issued Resolution No. 80-NQ/TW and followed it with Resolution No. 02-NQ/TW. Hanoi must be a pioneer; that is essential. President Ho Chi Minh once instructed: "Hanoi must lead the way, must be exemplary."
In fact, Hanoi possesses all the necessary conditions to play a pioneering role, especially in the field of culture. It's not just about advantages in scale or resources; the core lies in the historical depth of Thang Long - Hanoi, a land of a thousand years of civilization, where elegant and civilized values have been nurtured over many generations.
Resolution No. 80-NQ/TW has concretized the requirements for cultural development with clear tasks such as digitizing heritage, developing the cultural industry, and linking culture with the economy. With the advantage of being a center for intellectuals and scientists, along with a leading system of research and training facilities nationwide, Hanoi has the capacity to realize these goals. Practical experience also shows that many models for exploiting heritage values in a creative way have been and are proving effective, such as at the Temple of Literature - National University, Thang Long Imperial Citadel, Hoa Lo Prison, or traditional craft villages and festivals, thereby not only preserving cultural values but also making a practical contribution to economic growth.
This is an opportunity for Hanoi to make a breakthrough right from the start, creating both pressure and motivation for the capital's culture to reach new heights in the new era.
If Hanoi is determined, it can certainly do it.
- In the action plan to implement Resolution No. 80-NQ/TW, Hanoi aims for the cultural industry to contribute 9% to GRDP by 2030, 10% by 2035, and 12% by 2045. Based on what has been, is being, and will be done, do you think Hanoi can achieve these figures?
- I believe that, with determination, Hanoi will certainly succeed. Experience has shown that many seemingly difficult tasks, when undertaken with the right approach, can yield results exceeding expectations.
Nearly 30 years ago, when the project to restore the Temple of Literature - National University was launched, few could have imagined that this historical site could achieve such significant value as it does today. Similarly, when the proposal to establish the Hoa Lo Prison Relic Management Board was made, the initial goal was simply to help the site become partially self-sufficient financially, but the results have far exceeded expectations.
Today, places like the Temple of Literature - National University, Thang Long Imperial Citadel, and Hoa Lo Prison are not only representative cultural spaces but have also become attractive destinations, contributing positively to the city's revenue.
These examples demonstrate that this belief is well-founded. With innovative approaches, along with the participation of traditional craft villages, festivals, and cultural workers, Hanoi is fully capable of creating breakthroughs in the development of the cultural industry.
- Resolution No. 02-NQ/TW of the Politburo identifies people as both the center and the driving force of development, emphasizing the building of elegant, civilized, knowledgeable, skilled, and responsible citizens of Hanoi in the new era. In your opinion, how should Hanoians change to keep pace with and effectively implement the goals and tasks set forth in these resolutions?
- Resolutions are not just words; more importantly, they create new ways of thinking and doing things. Only through innovation in thinking and action will the results truly be apparent.
However, with that overall approach, the workload will increase significantly, making it impossible to proceed sequentially as this would be inefficient.
Today's staff will undoubtedly face more challenges than before, and cannot afford to work at a leisurely pace. The challenge is to improve the staff's culture, transforming pressure into motivation and inspiration for action; while simultaneously possessing vision, responsibility, and the ability to rely on the people's strength and build trust within society.
Every cultural worker in the capital city needs to constantly cultivate and nurture a spirit of sharing and responsibility for the common goal. And as our ancestors wisely observed: "Unity of purpose is better than brute force," cultural development cannot be entrusted solely to one sector or force, but requires the joint efforts and unity of the entire society.
