The National Assembly needs to continue to uphold its glorious 80-year tradition, taking a step ahead in institutional reform, courageously deciding on difficult issues, new tasks, and areas without precedent; paving the way for innovation, and for rapid and sustainable national development. This was emphasized by General Secretary To Lam at the ceremony commemorating the 80th anniversary of the first general election to elect the Vietnamese National Assembly (January 6, 1946 - January 6, 2026) yesterday morning, January 6.

Let's look back over the past 80 years, with 15 terms of operation, to see the very proud achievements of the Vietnamese National Assembly . Throughout this glorious journey, the National Assembly has consistently demonstrated its mission as the highest representative body of the people and the highest organ of state power. Elected representatives in each term of the National Assembly have forged close ties with their constituents. The concerns, aspirations, and policy recommendations expressed through each interaction with constituents have been carefully considered and reflected in the National Assembly forum. It is these voices from the grassroots that have helped ensure the National Assembly's decisions are close to the people, relevant to their needs, and quickly implemented in practice.

One of the most notable achievements of the National Assembly in its recent history is its significant contribution to constitutional and legislative activities. Fifteen terms of the National Assembly, with five Constitutions promulgated, have all been important milestones in the country's development. In particular, at its recent Tenth Session, the 15th National Assembly adopted a Resolution amending and supplementing several articles of the Constitution, marking a new development in constitutional history. This constitutional model establishes a two-tiered local government structure, streamlining the apparatus and enhancing the effectiveness and efficiency of national governance. Based on the Constitution, the National Assembly has also enacted numerous laws and resolutions that promptly meet the development requirements of the country's new phase and address the urgent needs of the streamlining process, which has been highly appreciated by voters and the people.

We also look back on the journey to better understand how the National Assembly has been "courageous in deciding on difficult issues, new matters, and areas without precedent." As we know, the 15th National Assembly term took place in an unprecedented context. The Covid-19 pandemic in the early years of the term created major challenges that had a profound impact on all aspects of social life, disrupting supply chains and causing difficulties for people's lives. During that particularly difficult time, under the wise and skillful leadership of the Party, the National Assembly made unprecedented historical decisions, full of wisdom and courage, by issuing Resolution No. 30/2021/QH15, granting strong powers to the Government; and simultaneously enacting many other laws and resolutions to meet the urgent requirements of the situation. With this unprecedented policy, the Government was very proactive, wise, and flexible, promptly and effectively implementing measures to prevent and control the epidemic. This ensured the stability of people's lives, helping Vietnam overcome "headwinds" to stabilize and develop its economy after the pandemic in an impressive way, which was highly appreciated by international friends.

The spirit of continuous innovation in the activities of the National Assembly in general, and in the legislative field in particular, was once again vividly demonstrated at the recent Tenth Session. Despite being the final session of the term, the National Assembly considered, discussed, and voted to pass 51 laws and 39 resolutions, including 8 normative legal resolutions. This represents a very large volume of legislation, accounting for nearly 30% of the total number of laws and normative resolutions enacted during the entire term. The laws and resolutions passed both promptly met practical requirements and created a legal framework for the new era. This shows that the National Assembly's spirit of responsibility, for the people and for the country, is "without a term limit."

The achievements over the past 80 years in legislative work clearly demonstrate the leading role of the National Assembly in institutional reform. To meet the demands of development in the new situation, the National Assembly has continuously innovated its legislative thinking towards a development-oriented approach. It has strongly applied digital technology , digital transformation, and artificial intelligence in lawmaking. In particular, throughout the legislative process, policies have always placed the people and businesses at the center, actively addressing difficulties and obstacles to contribute to unleashing productive forces and effectively mobilizing and utilizing all resources for national development.

The achievements of the National Assembly over the past 80 years are truly commendable and a source of pride. However, the demands of the new era require the National Assembly, its agencies, and its members to strive even harder and show greater determination. Building upon and developing the achievements of the past, and continuing the spirit of reform, we believe that the National Assembly will continue to lead the way in institutional reform, paving the path for innovation and development, and best serving the interests of the people and the nation.
