From support to livelihoods
Visiting the home of Ms. Neang Soc Khanh, residing in Co Don hamlet, Soai Chek village, An Cu commune, we were warmly welcomed. Having recently escaped poverty, Ms. Khanh couldn't hide her joy. For this Khmer woman, being able to provide for her children's education is her greatest happiness. “Before, my family was very poor and relied heavily on government assistance. Knowing we were poor, I worked hard to improve our lives. Income from small-scale trading is enough to cover living expenses. Now I only worry about the cost of my children's education,” Ms. Khanh shared.
According to Ms. Khanh, her family received financial support for raising cattle from the National Target Program for Building New Rural Areas, Sustainable Poverty Reduction, and Socio-Economic Development in Ethnic Minority and Mountainous Regions (referred to as the Program), thus providing them with an additional source of income. From the initial breeding cow, she built up a herd of calves to sell to those in need of livestock, gradually improving her family's economic situation. "I kept the female cow as capital; having it eases my worries. With the support from the local government, I have to strive to improve. I hope my children will study hard and become successful, and rebuild our house, as the current one is dilapidated," Ms. Khanh confided.
Besides Ms. Khanh's family, many poor Khmer households in An Cu commune have also benefited from the Program, thereby gradually improving their lives. According to Lam Van Ba, Vice Chairman of the People's Committee of An Cu commune, in the period 2021-2025, the locality will effectively utilize funds from the Program to implement projects addressing the shortage of residential land, housing, production land, clean water, and investing in essential infrastructure serving production and life in ethnic minority areas.
An Cu commune implemented 6 water distribution pipelines in particularly disadvantaged areas with a total cost of 4.44 billion VND; built 74 houses for Khmer ethnic minority households facing housing difficulties. The commune also carried out 11 infrastructure upgrade projects in Po Thi and Vinh Tam hamlets; upgraded Tran Dai Nghia Secondary School, Van Giao Kindergarten, and markets in the area.
Improve the effectiveness of the Program
Despite achieving many positive results, An Cu commune still faces certain difficulties, especially in housing support and encouraging Khmer people to participate in vocational training. In 2026, the People's Committee of An Cu commune will continue to review cases of housing difficulties to find appropriate support solutions. The commune will promote investment in infrastructure, support production, and create livelihoods for poor Khmer households in the area.
In the implementation plan for Phase I of the Program (2026-2030), the Provincial People's Committee assigned the Department of Ethnic Minorities and Religions to take the lead in advising on the implementation of the second component on socio-economic development in ethnic minority and mountainous areas. Accordingly, the province strives to reduce the multidimensional poverty rate in ethnic minority and mountainous areas by 0.3-0.5% per year; and to have 12 communes and 70 hamlets/villages in ethnic minority and mountainous areas escape from the state of extreme difficulty. Along with this, the province will continue to implement comprehensive and effective poverty reduction mechanisms and policies to improve living conditions and help ethnic minorities better access basic social services such as employment, healthcare, education, housing, information, clean water, sanitation, and the environment.
Regarding specific contents for socio-economic development in ethnic minority and mountainous areas, An Giang focuses on implementing the following components of the Program plan: investing in and improving infrastructure; supporting production development, creating livelihoods and increasing income; developing human resources; strengthening information and communication work; applying information technology and digital transformation to serve socio-economic development in ethnic minority and mountainous areas.
Vice Chairman of the Provincial People's Committee Le Van Phuoc affirmed that An Giang always aims to preserve and promote the beautiful cultural identity of ethnic minority communities; while ensuring national defense and security, maintaining social order and safety, especially in strategic areas, border regions, and islands. The Vice Chairman of the Provincial People's Committee requested the Department of Ethnic Minorities and Religion to coordinate with the Department of Agriculture and Environment to guide relevant departments, agencies, and localities in effectively implementing the contents of the Program.
