The official document states: In accordance with Decision No. 1164/QD-LDTBXH dated October 15, 2021, of the former Minister of Labor, War Invalids and Social Affairs , the Department of War Invalids and Martyrs Affairs has taken the lead in building the database system for war invalids and martyrs, operating at the address https://csdl-nguoicocong.molisa.gov.vn.
This is the only centralized and unified database of people who have rendered meritorious services to the revolution built nationwide, ensuring connectivity with the national population database and local software for managing people who have rendered meritorious services.
The objective of this database is to directly serve the management, direction, operation, statistics, reporting, and implementation of certain online public services at the local level, directly carried out by officials at the commune, departmental, and provincial levels.
During the implementation process, with the close attention and coordination of the Departments of Labor, War Invalids and Social Affairs of provinces and centrally-administered cities (formerly), the Department of War Invalids and Martyrs coordinated with C06, Ministry of Public Security to review, clean up, and fully input basic data on war invalids and martyrs receiving monthly preferential allowances (updating nearly 1.1 million individuals, with more than 10 basic information fields per individual); and completed the updating of data on martyrs and their graves that have been collected.
In addition, the database system for people who have rendered meritorious services to the revolution has been successfully scanned for cybersecurity by the Ministry of Public Security and the Ministry of Information and Communications (formerly) and connected with the interlinked public service software to carry out online administrative procedures for "Registration of death, removal of permanent residence registration, entitlement to death benefits (survivor's allowance and funeral allowance)/funeral expense support/entitlement to funeral expenses" when a person who has rendered meritorious services to the revolution passes away.
In implementation of Resolution No. 57-NQ/TW dated December 22, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, and to establish a complete, synchronized, and comprehensive operational basis for the database of people with meritorious services to the revolution and to deploy online public services, the Department of People with Meritorious Services requests the Departments of Internal Affairs of provinces and centrally-administered cities to direct, guide, and assign specialized departments to focus on resolving interconnected administrative procedures for funeral expenses and survivor benefits when people with meritorious services pass away on the database system for people with meritorious services to the revolution, operating at https://csdl-nguoicocong.molisa.gov.vn according to Government Decree No. 63/2024/NĐ-CP dated June 10, 2024.
In addition, the Departments of Internal Affairs of provinces and cities need to continue reviewing and updating information and data on people with meritorious services under their management into the database system for people with meritorious services to the revolution, paying attention to information such as: health insurance; preferential education allowances; health rehabilitation; assistive devices, orthopedic devices, necessary rehabilitation equipment and supplies, accessories and other items... At the same time, assign dedicated focal point officers to monitor, maintain and effectively utilize the system at the local level.
