Continue to innovate in Party branch activities.

The documents of the 14th Party Congress affirm the need to continue reforming and improving the quality of Party branch meetings, rectifying and overcoming the situation where meetings are overly formal and lack practical effectiveness.

To contribute to building a clean, strong, and comprehensive Party, and to fulfill its role and mission of leading the country towards prosperous development in the new revolutionary period, the Party's 14th Congress documents identify the need to continue reforming and improving the quality of Party branch meetings, rectifying and overcoming the situation of meetings that are overly formal and lack practical effectiveness.

This policy of the Central Committee has received high consensus from Party committees, Party organizations, and Party members at all levels, especially after the initial results achieved in implementing Directive No. 50-CT/TW, dated July 23, 2025, of the Secretariat on continuing to innovate and improve the quality of Party branch activities in the new period in some localities and units.

The Quang Ninh Provincial Party Committee has 1,452 village, hamlet, and neighborhood Party branches directly under the Party committees of communes, wards, and special zones, and 4,221 Party branches directly under grassroots Party committees, with over 104,540 Party members. Closely adhering to the requirements of Directive No. 50-CT/TW of the Party Central Committee and the local reality, the Provincial Party Committee has implemented numerous solutions to improve the quality of Party branches and their activities.

The Standing Committee of the Provincial Party Committee directed the issuance of Guidance No. 05-HD/TU on the framework of criteria for building the "four-good" Party branch model. In this guidance, the criteria are quantified specifically, such as: the percentage of Party members attending meetings must be over 85% (over 75% for villages); meeting time must be at least 90 minutes; the draft resolution book of the Party branch committee and the minutes book must be issued uniformly and consistently; resolutions must be clear and specific tasks assigned, with clear responsibilities, tasks, and timelines. Notably, in 2025, when the merger and streamlining of the apparatus are implemented, this criterion will be even more strictly enforced; Party branches that do not maintain regular meeting schedules or conduct superficial and perfunctory meetings will resolutely not be evaluated or classified as "Having completed their tasks well".

The digital transformation task has been strongly implemented by Party committees and organizations at all levels. By November 30, 2025, all 59/59 Party committees under the Provincial Party Committee had installed and used the Party member database software. Information and documents for Party branch meetings are provided through digital platforms, allowing Party members to access documents before meetings, dedicating more time to discussions and decisions on important issues instead of just listening to reports. The application of technology also effectively supports the management of Party members working far from home and those in industrial zones, ensuring close yet flexible connectivity and management. The "Digital Literacy Movement" of grassroots Party committees has helped improve the digital skills of village and neighborhood Party branch secretaries – a "bottleneck" in digital transformation at the grassroots level; thus, conducting Party branch meetings in a digital environment has become more convenient.

Along with digital transformation, Party committees and branches are resolutely innovating the content of their meetings in a "practical and focused" direction, promoting political and ideological activities, and leading political tasks in conjunction with key priorities. To ensure that the content of Party branch meetings is not detached from reality, the Provincial Party Committee requires Party branches to focus on discussing and issuing resolutions on the restructuring and streamlining of the apparatus at agencies, units, and localities; and to do a good job of political and ideological work for cadres and Party members. By incorporating this content into regular and thematic Party branch meetings, a high level of consensus has been achieved. Surveys of public opinion show that 99.31% of voters agree with and support the restructuring plan.

In 2025, despite the heavy workload, Party committees and organizations at all levels consistently directed the strict implementation of the regular Party branch meeting schedule. Over 96% of Party branches within the Party committee held their meetings on the prescribed dates; the percentage of Party organizations achieving "four good" criteria throughout the provincial Party committee increased, with improved quality and substance. These results contributed to ensuring the quality and progress of the Party congresses at all levels for the 2025-2030 term and the stability and sustainable development of the province.

According to Comrade Nguyen Huu Tho, Deputy Head of the Provincial Party Committee's Organization Department, besides the achievements, due to the fragmented mountainous terrain, the application of information technology in some village and hamlet Party branches in highland areas is still limited; the quality of thematic meetings in some places is not yet in-depth. To further improve the quality of Party branch meetings, based on the practical experience of Quang Ninh, Party committees and members at all levels propose and suggest more specific support mechanisms and policies to enhance the digital transformation capacity of Party branch secretaries in rural and mountainous areas; at the same time, replicate exemplary Party branch meeting models and online meetings for special Party branches to suit the development trend.
