State-owned enterprises continue to hold large resources in terms of capital, assets, technology, and high-quality human resources, making significant contributions to the state budget, creating jobs for workers, and actively participating in welfare work. society, contributing to macroeconomic stability, controlling inflation and ensuring great balance of the economy. In 2023, although still facing many difficulties, the business results and contributions of SOEs to socio-economic development are remarkable: Total revenue is about 1,65 million billion VND, exceeding 4%. Compared to the plan, pre-tax profit is about 125,8 trillion VND, exceeding 8% of the year plan, state budget contribution is estimated at about 166 trillion VND, exceeding 8% of the year plan.
However, besides the achieved results, there are still businesses that are at a loss and have not met their production and business plan targets; Some economic groups and corporations have negative profits, including large-scale enterprises with important roles; Operational efficiency and investment are not commensurate with assigned resources; Some projects with large investment capital were unsuccessful and had potential risks; some projects had large accumulated losses over many years and the restructuring method was not effective; Investment projects abroad have many difficulties.
The Prime Minister requests ministries, branches, agencies, People's Committees of provinces and centrally run cities and agencies representing owners and SOEs to thoroughly grasp and implement Directive No. 07/ CT-TTg dated February 22, 02 of the Prime Minister on governance innovation, improving production and business efficiency and strongly promoting development investment of economic groups and state-owned corporations , SOEs and other related directions and conclusions; which focuses on the content.

For ministries, branches, agencies, People's Committees of provinces and centrally-run cities and owner representative agencies, be positive, proactive and responsible in helping businesses according to their functions, duties and powers; create conditions and opportunities for businesses to develop, "don't let businesses come to ask, only when they ask will they do it".
Effectively carry out the assigned tasks in Resolution No. 68/NQ-CP dated May 12, 5 of the Government on continuing to innovate, improve operational efficiency and mobilize resources of SOEs.
