The atmosphere in Phu Loc commune was filled with cheerful conversations as the community launched a mass environmental protection campaign in response to Green Sunday. While cleaning up, they discussed past and present events, concluding: "Phu Loc has now turned a new page; it's not only green, clean, and beautiful, but the lives of the people have also improved." Ms. Bao Quyen, a local resident, added: "The new two-tiered local government is more responsible and handles procedures for the people quickly and conveniently. I believe that the new Phu Loc commune will continue to develop."

Phu Loc commune was established by rearranging the entire natural area and population of the former Phu Loc town, Loc Tri commune, and Loc Binh commune according to the policy of rearranging commune-level administrative units (effective from July 1, 2025). Over the past five years, based on the operational model of the former commune-level administrative units and now the new Phu Loc commune, the locality has continuously developed.

Mr. Le Van Thong, Secretary of the Party Committee and Chairman of the People's Council of Phu Loc commune, shared: Under the comprehensive and thorough leadership and guidance of the Party committees and authorities at all levels; the active support of specialized agencies at higher levels; and especially the consensus, joint efforts, and unity of cadres, Party members, and the people of the entire commune; the Phu Loc commune Party Committee has gradually overcome difficulties and successfully implemented the goals and tasks set forth in the Resolution of the Party Congress for the 2020-2025 term.

The local economy has made significant progress, with an average economic growth rate of 8.2% per year during the 2020-2025 period. The total value of production in 2025 is estimated to reach over 1,880 billion VND. Budget revenue in the commune in 2025 is estimated at 15.946 billion VND.

Cau Hai Lagoon offers an advantage for developing sustainable aquaculture and ecotourism in Phu Loc commune.

Notably, the economic structure is shifting towards a rapid increase in the proportion of trade and services, and industry and handicrafts, while gradually reducing dependence on agriculture . Currently, services account for 57.4%; industry and handicrafts account for 24.2%; and agriculture accounts for 18.4%.

Phu Loc commune has always been committed to encouraging the development of services, creating favorable conditions for local and non-local economic entities to invest, expand their scale, and diversify their business models, contributing to job creation, increased income, and the promotion of local economic development. A notable achievement is the strong growth in tourism thanks to these specific solutions, with an average of over 164,000 overnight visitors per year, accounting for 43% of the total number of visitors and making a significant contribution to the local budget.

Mr. Nguyen Van Hiep, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Phu Loc commune, said: In Phu Loc commune, infrastructure has received significant investment, creating momentum for socio-economic development. The locality has completed and put into use more than 43 transportation and irrigation projects, upgraded 12 inter-village roads, street lighting, and roads in the commune center. The entire commune currently has 4 stable operating cooperatives, more than 960 individual business households, and 27 registered enterprises. The average per capita income in 2025 is expected to reach 67.6 million VND/person/year, an increase of 60% compared to 2020.

Along with economic development, the socio-cultural sector has also made a significant mark. This includes healthcare for the people; labor and employment; and ensuring social security. Notably, in Phu Loc commune, the "All People Unite to Build a Culturally Rich Life" movement has been widely maintained in all three units before the merger until now. Currently, all 21 villages in the commune have achieved cultural titles, and the annual rate of culturally exemplary families reaches 98.6%.

Thanks to the focus on education and training, the locality has seen many positive changes and achieved comprehensive results in recent years. The commune currently has 12 public schools (4 kindergartens, 4 primary schools, 2 secondary schools, 1 combined primary and secondary school, and 1 high school); of which, 10 out of 12 schools meet national standards, achieving a rate of 83.3%. The quality of both advanced and general education has improved significantly, consistently ranking among the top schools in the former Phu Loc district for many years.

Service and commercial activities in Phu Loc commune are thriving.

Promoting rapid and sustainable development.

Mr. Le Van Thong, Secretary of the Party Committee and Chairman of the People's Council of the commune, commented: Hue City, with its new position, is facing many opportunities for strong development. Investment resources, especially from the budget and social mobilization, will be mobilized to develop a comprehensive system of technical infrastructure and socio-economic infrastructure, creating a driving force that will spread to localities in the region.

For Phu Loc commune, the next term is identified as a crucial period, opening up many development opportunities for the locality. The achievements of the past five years are a solid foundation, creating a proactive and confident mindset for the entire Party committee and the people. According to Mr. Thong, in the face of new demands, the Party committee and the people of Phu Loc commune need to continue to uphold the tradition of unity, the spirit of innovation and creativity, and be determined to build a rapidly and sustainably developing locality to enter a new era, an era of national progress.

According to Nguyen Van Hiep, Deputy Secretary of the Party Committee and Chairman of the People's Committee of the commune: In the coming period, the locality will focus on breakthroughs, including breakthroughs in the development of services and tourism, linked to exploiting the advantages of lagoons and hills; and breakthroughs in upgrading and developing infrastructure.

In its economic development plan, Phu Loc commune has identified the need to restructure its economy towards a service-industry-handicraft-agriculture model; with services and tourism as the spearhead, industry and handicraft as the foundation, and agriculture as a sustainable support, in line with the practical conditions and strengths of each region within the newly established Phu Loc commune. The locality aims to develop high value-added service sectors such as commerce, accommodation, food and beverage, and tourism support services. It will effectively exploit the potential for ecotourism, resort tourism, and experiential tourism associated with Cau Hai Lagoon, Bach Ma Mountain, Do Quyen Waterfall, historical and cultural relics, and traditional festivals such as boat racing festivals, fishing festivals, and village festivals.

According to the leaders of the People's Committee of Phu Loc commune, Phu Loc will prioritize the development of clean industries, processing of agricultural, forestry and aquatic products, garment manufacturing, fine art wood products, small-scale mechanics, clothing, aluminum and glass frames, etc., in accordance with the characteristics of each locality; promoting the formation and development of industrial clusters in the area, creating clean land and synchronized technical infrastructure to attract investment and relocate small-scale production facilities.

Phu Loc commune has developed several sets of solutions to promote socio-economic development over the next five years, including mobilizing and effectively utilizing investment resources; strengthening land clearance and creating conditions to attract investment; improving the quality of human resources to meet development requirements; enhancing the capacity to implement policies and guidelines; strengthening information and communication work; and promoting the role of the people.

According to Mr. Le Van Thong, the new term will open up new opportunities and prospects, but also present many difficulties and challenges. With a tradition of unity, a spirit and will for innovation, and a desire to excel, the Party Committee and people of Phu Loc commune are determined to successfully achieve the overall goals and breakthroughs, as well as the key tasks of the 2025-2030 term. The Party Committee, government, and people of the commune strive to build a rapidly and sustainably developing locality, gradually becoming an advanced new rural commune, making a positive contribution to the development goals of Hue City and the whole country.
