Lao Party General Secretary and President Thongloun Sisoulith warmly welcomed National Assembly Chairman Tran Thanh Man and the high-level delegation of the Vietnamese National Assembly on their official visit to Laos and their participation in AIPA-45.

General Secretary and President Thongloun Sisoulith expressed his gratitude to the Party, State, and people of fraternal Vietnam for standing shoulder to shoulder with Laos in the past struggle for national liberation and for their support and assistance in national construction and development today. He highly appreciated Vietnam's support in helping Laos fulfill its responsibilities as ASEAN Chair in 2024 and AIPA Chair this year, especially the support given to Laos even when Vietnam was also heavily affected by Typhoon Yagi (referred to as Typhoon No. 3 in Vietnam), demonstrating a unique and close bond of friendship unlike any other in the world .

National Assembly Chairman Tran Thanh Man met with General Secretary and President of Laos Thongloun Sisoulith.

The General Secretary and President of Laos highly appreciated the active coordination between the two sides in implementing the results of the recent meeting between the two Politburos, in which the Vietnamese side established a working group to implement the cooperation agreements; the Lao side also organized a conference and assigned specific tasks to ministries, departments, and agencies.

National Assembly Chairman Tran Thanh Man expressed his pleasure at returning to visit the beautiful country of Laos and meeting again with General Secretary and President Thongloun Sisoulith, a close comrade and friend of Vietnam; respectfully conveyed the greetings and best wishes for good health from General Secretary and President To Lam, Prime Minister Pham Minh Chinh, and other leaders of the Vietnamese Party and State to General Secretary and President Thongloun Sisoulith; congratulated Laos on successfully assuming the chairmanship of ASEAN in 2024 and expressed confidence that Laos will continue to successfully assume the chairmanship of AIPA this year.

National Assembly Chairman Tran Thanh Man expressed his delight at the great, comprehensive, and historically significant achievements that Laos has attained after nearly 40 years of reform. Chairman Tran Thanh Man and General Secretary and President Thongloun Sisoulith highly appreciated the positive and solid development of the great friendship, special solidarity, and comprehensive cooperation between Vietnam and Laos in recent years, with the very important contributions of the National Assemblies of the two countries. They emphasized that in the coming time, both sides need to maximize the tradition of close and trustworthy cooperation, actively implement high-level agreements, including the results of the meeting between the two Politburos in September; and continue to strengthen cooperation between the two legislative bodies, especially through exchanges of delegations at all levels, sharing experiences on constitutional amendments, supreme oversight, and decision-making on important national issues. Close cooperation and mutual support in parliamentary and international forums such as AIPA, the Inter-Parliamentary Union (IPU), the Asia-Pacific Parliamentary Forum (APPF)...; close coordination in regional and international forums.

The Speakers of the National Assemblies of Vietnam, Laos, and Cambodia had breakfast before their working meeting.

On the morning of October 18th, within the framework of AIPA-45, in Vientiane, the capital of Laos, National Assembly Chairman Tran Thanh Man, Lao National Assembly Chairman and AIPA Chairman Saysomphone Phomvihane, and Cambodian National Assembly Chairman Khuon Sudary held a working breakfast.

The three Speakers of Parliament highly appreciated this meeting as a good opportunity for the three Parliaments to promote more effective cooperation in the context of complex and unpredictable regional and international developments; they expressed their appreciation for the value of solidarity and close ties among the three countries, the sacrifices made for each other in the process of national liberation, protection of independence and sovereignty, and in socio-economic development today, considering this a priceless asset that needs to be preserved and further promoted, for the benefit of each country and for all three countries.

The three Speakers of Parliament agreed that the cooperative relationship among the three countries, guided and directed by the leaders of the three Parties, is developing in various fields; in particular, defense and security cooperation continues to be a solid pillar; economic, trade, and investment cooperation is developing strongly; and cooperation in other fields such as tourism, education and training, culture, and people-to-people exchanges has made significant progress with many innovative forms, contributing to strengthening relations between the three countries. They also affirmed that parliamentary cooperation is becoming increasingly extensive and contributes to promoting comprehensive cooperation at all channels and levels; playing an important role in cooperative relations, especially in improving institutions, enacting policies and laws, supporting the Government in socio-economic development, ensuring security and defense in each country, as well as promoting connectivity between the three economies of Vietnam, Laos, and Cambodia. The three sides agreed to coordinate and prepare well for the upcoming meeting between the heads of the three Parties.
