Urgent requirements from practical needs.
Established through the merger of former localities, Le Ninh commune currently has a fairly large population of over 23,000 people living in 27 villages. Given its large geographical area, further reorganization of villages is an objective practical requirement to improve management efficiency and reduce intermediate administrative layers. At the same time, this also allows the locality to concentrate resources on investing in infrastructure and improving the quality of life for its people.
According to the proposed plan, after the reorganization is completed, the entire Le Ninh commune will be reduced from 27 villages to 13 villages, including: My Vinh, Hoang Xa, Trung Loc, Hoang Vien, Xuan Bac, Xuan Hoa, Xuan Son, Ninh Phuoc Thuong, Xuan Nam, My Duc , village 4, village 2 and village 3.

According to Nguyen Huu Han, Chairman of the People's Committee of Le Ninh commune, the reorganization of villages must ensure compliance with the criteria and conditions stipulated by the Government and the local management requirements for operating a two-tiered local government. In addition, the locality will take into account all specific factors related to history, culture, customs, geographical conditions, national defense, security, and the natural cohesion of the local community.
The ultimate goal is to promote digital transformation, meet the requirements of rapid and sustainable development, aim for double-digit growth, and improve the quality of service to the people.
One of the key challenges in the merger process is personnel management. Le Ninh commune has determined that the placement and utilization of part-time village officials must be absolutely transparent, objective, and in accordance with regulations. Regarding selection criteria, the commune prioritizes recommending individuals who are reputable, healthy, dedicated, responsible, and capable of mobilizing the community. This also provides an opportunity to gradually rejuvenate the workforce, improve information technology skills, and enhance community management skills for grassroots officials.
Leverage for development
Unlike previous boundary adjustments, the merger of villages directly impacts the daily lives, emotions, and long-standing traditions of each community. Therefore, Le Ninh commune places special emphasis on public awareness campaigns and dialogue with the people. The people's pressing concerns, such as the name of the new village, the location of the cultural center, administrative boundaries, and the placement of officials after the merger, are all addressed and resolved thoroughly through dialogue with the authorities.
Mr. Truong Cong Chum from Loc Xa village shared: “Initially, like many other villagers, I felt apprehensive because I had become accustomed to the old village name and location over the years. However, through the awareness campaigns and detailed explanations from officials, I realized that the merger was very necessary. If done well, it will facilitate management and allow for more focused investment resources.”
The consensus of the people was achieved not only through propaganda but also through the fact that all opinions and suggestions were listened to and seriously considered. During the planning process, many suggestions from the people related to the name of the new village, the location of the community center, or the unique historical and cultural elements of each area were carefully studied and considered.
Along with public awareness campaigns, the commune conducted a thorough review of criteria related to population, natural area, socio-economic development conditions, historical and cultural factors, and customs of each locality. The goal is that after the merger, the new villages will not only meet the prescribed standards but also ensure community cohesion and convenience for residents in their daily lives and administrative transactions.
“The commune has a large population and many villages, so reorganizing from 27 villages down to 13 is a necessary requirement in the current phase. We always consider the consensus of the people as the decisive factor for success. Therefore, all plans are developed based on listening to the opinions of the people, ensuring transparency, democracy, objectivity, and suitability to local realities. The ultimate goal is to build a more streamlined but more efficient administrative apparatus that better serves the people,” emphasized Nguyen Huu Han, Chairman of the People's Committee of Le Ninh Commune.
With the decisive involvement of the entire political system, the sense of responsibility of grassroots officials, and the high level of consensus from the people, the village merger work in Le Ninh commune has been completed. The villages in the commune have held ceremonies to announce the resolution of the Commune People's Council on the rearrangement and reorganization of villages; to announce the decision to establish Party branches and the decision on personnel matters in the villages after the rearrangement.
The reorganization of villages is an important policy aimed at building a streamlined, effective, and efficient administrative apparatus to meet the requirements of innovation and development in the current period. This is not only a strategic step to streamline the administrative apparatus in accordance with the general policy, but also a leverage for Le Ninh to improve the quality of governance, maximize resources, and move towards building a united, civilized, and sustainably developing community.
